When we met: he stated that lie had a Letter signed by Mr. Bourque
that had been sent to EPA notifying them of asbestos removal on the p.lant (a - 7/r(/i;. ;

meeting with Ethyl. He asked that one union representative be allowed in
the opening meeting. The opening meeting was attended by 11. 0. Bourque,
Zumwalt, Terry Maples and the writer. The union representative did not
arrive on time and Ball said he would bring the union representative up to
date later.
In the opening meeting he discussed the letter to EPA. He said he wanted to review the removal work and as soon as he found that things were satisfactory he would plan on closing out his inspection even though the removal work is to continue over several months. He said he would like to make pictures of asbestos material as it is being removed and that he would give us copies of the pictures and also he would mark them CONFIDENTIAL. He was given an OK to proceed on that basis. The opening meeting ended about 11:00 a.m.
Zumwalt and Maples accompanied Mike Ball into the area to get started. Zumwalt will be Ball's main contact from an Ethyl standpoint. Terry Maples will follow Ball's work to the extent he feels necessary.
Mr. Bourque and the writer covered all of the above in a verbal discussion with Mr. Strader after the meeting.

Memo to the Files OSHA Visit
January 30, 1980
Mike Ball of OSHA arrived at the plant around 10:30 a.m. today and asked for a meeting with me.
