This order transmits for Inclusion therein non port 2 of chop. 11 of tho GSA Delegations of Authority Manuel (ACM P 5450.39). 2. Cancellations. CMS P 5450.3C and part 2 of chap. 11 of UDS P 5450.6 are canceled. 3. Explanation of - a. Part 2 of chap. 11 provides delegations of authority from the Commissioner, PHD$ to PHDS Central Office officials. It Incorporates the interim authorities previously continued in effect by memoranda of September 6* 1966, from the Commissioner, PMDS, to Central Office officials. Substantive changes to the previous delegations are: (1) Raw chap. ll-21b( 17)(a) and (b) are added to redelegate authority, concerning the acquisition and disposal of real property of a debtor, transferred from the Secretary of the Treasury to the Admin istrator of General Services, pursuant to Public Law 89-30, June 2, 1965. (2) The authority in former chap. ll-21e<5) and 22e(7) have been omitted since disposal of all property of the Federal Facilities Corporation has been completed. b. Redelegetlons of authority from the Commissioner, PMDS, to laglonal Administrators (part 3 of chapters 6 and 11) are presently being revised. Pending issuance of these redelegations in part 3 of chap. 11, the interim authorities provided by the Commissioner, EMDS, to Beglonal Administrators by memoranda of September 6, 1966, shall continue in effect. 4.
