MINUTES OF MCA EXECUTIVE COMMITTEE The Pinnacle Club, New York City November 24, 1969
Following luncheon at 1:00 p. m. , the meeting was called to order by Chairman Siverd.

1. Financial Report for Five Months Ended October 31, 1969- Mr. Carnes reported that income for the five months ended October 31 was $1, 629, 254 out of which was expended $582, 942 or 81% of the overall prorated budget for the period. Of this amount, $530, 965 went for operating expenses, representing 92% of the prorated operating expense budget, and $51, 977 for current projects, which is 36% of the prorated project budget. In addition to these current program expenses, $56, 905 was expended from project funds carried over from the previous fiscal year, leaving an unexpended balance of these funds in the amount of $47, 885.
2. 19th Semiannual Meeting - Program and Registration. Mr. Carnes reported final registration for the 19th Semiannual Meeting totalling 1, 076 reg istrants from 138 member companies and the number of registrants indicating an interest in each discussion panel, and outlined plans for the luncheon and banquet head tables and the Directors' receptions preceding these functions.
3. Cancellation of the December 9, 1969,Meetings of the Board of Directors and Executive Committee. General Decker reported that consulta tion with the staff had indicated that there were no significant items of business requiring a meeting of the Board of Directors and Executive Committee pre viously scheduled for December 9, 1969, deferring to Chairman Bryant and Mr. Driver, who would take office as President on December 1, with respect to the determination as to whether or not a meeting should be held. Mr. Bryant concurred that there was no urgent business pending and, following discussion, it was agreed to cancel the scheduled December 9 meetings.

4. Proposal of Safety and Fire Protection Committee to Establish Task Groups on Vinyl Chloride Monomer Transportation Safety. Furnished to those present and summarized by General Decker was a proposal of the Safety and Fire Protection Committee to establish three task groups to de velop useful information on vinyl chloride monomer accident histories and causes, recommendations for emergency procedures, and vinyl chloride combustion products. Following discussion, in which it was the consensus that the Safety and Fire Protection Committee should assign a target date for completion of the project, it was agreed to recommend to the Board of Directors that the project be approved.
5. Proposed Solid Wastes Management Committee. Furnished to those present and summarized by General Decker was a staff proposal for the establishment of the Solid Wastes Management Committee, including pro posed terms of reference and provision for designation of charter members to include the five prospective members whose appointment was also recom mended in the proposal. Following discussion, it was agreed to recommend to the Board of Directors that the Solid Wastes Management Committee be established and the recommended initial appointment of members be approved.
6. MCA Centennial Committee. General Decker reviewed the back ground of the proposal to appoint a committee to plan for celebration of the MCA Centennial in 1972, and the appointment of Dr. Dawson as Chairman of the committee. Mr. Bryant added that the appointment of the other members of the committee would be deferred until Dr. Dawson had communicated with them. Dr. Dawson then invited suggestions from members of the Executive Committee to assist the Centennial Committee in its initial planning. Follow ing discussion, it was the consensus that the Centennial should be character ized as that of the Association rather than of the chemical industry, which had been proposed, it being felt that the latter interpretation would not be factual and would therefore be subject to a charge of contrivance or artificiality. As to the cost of the Centennial celebration, it was the consensus that costs of a large order would not be justified in the absence of a particular need which, though now unforeseen, might arise during the planning of the commemoration.
