Meeting was called to order at 1330 A.M. with Mr. Peters In the chair. PFP-PT CF THE CHAIKMAM The chairman opened the meeting and called attention to the Secretary's report briefly sunarlzlng the progress of the Khlte Lead Program during the past twelve months. Copies had previously been submitted to the companies supporting the cam paign. Progress report Is attached as Fxhlblt "A.* The ehtlman stated that owing to the distortion of the statistical picture for white lead, caused by the war and by a poor painting season In 1940, It was difficult to draw any con clusions yet as to whether or not It had succeeded In checking the decline In consumption that had teen going on for about fifteen years. It was noteworthy that dry white lead consumption had been maintained but the volume of white lead-in-oil sales In 1940 was disappointing. Private advices from competitive pre pared paint coaprnles to the chairman Indicated that the 1940 exterior paint market had been one of the poorest on record. White Lead Promotion Pro eras If1 nut#* October 18, 1940 -I- The chairmen w as privileged to sake an important announcement that on# of the fundamental objectives of the caopelm, r.scely, to cake white lead available In convenience or ready-mixed fora to the consuming public everywhere, had been brought much nearer to accomplish ment with a recent decision of the National Lead Com pany to Join an Increasing list of paint manufacturers, (stimulated by our caopalm) In producing a ready-mixed white lead point for nationwide distribution. The National Lead Coopany planned to make tha paint suitable for two-cost work, asking It svsllsbl* In containers as small as quart sites. kith this new two-coat product ready for release In time for next soring. It was agreed that the proposed promotional program for 1941 assumed added laportance. The chairmen hoped other white lead manufacturers would taka a similar step. The chairman remarked that as the cost of the cam paign to subscribers would be deductible for federal tax purposes Its net cost to contributors would probably be about half the sum subscribed owing to the Increasingly high Federal profit taxes. The Treasurer's report and budget disbursements to date were also accepted and approved and are attached, as Exhibit *B.* Nr. Colcord suggested that In the future, the ac counts be distributed on the books In Itemised classi fications rather than under generalised headings. It was agreed to prepare future financial statements In accord with Nr. Colcord'a suggestion. wwrr = ipii Du# to a probable reduction In whit# lead-in-oll sales during 1940 as compared with 19.'9, the necessity was discussed for raising the established 11.09 per ton assesswent on the white lead corroders In order to main tain the 1941 advertising budget at the current level. It was pointed out that white lead manufacturers would have extraordinary expenses In 1941 In marketing readymixed white lead. It a** agreed that any budget re duction In this, the third and crucial yaar, should be avoided If possible. Coleord suggested the possibility of merg ing the two promotional efforts to slnpllfy administration. Ensuing diaeuasion brought out the difference in supporting mastership and the desirability of maintaining an Impartial heeding for the luster work to preserve the great amount of good w'll It had crested.
