We met with Justin Berndt (USCOE), Allen Delima (USCOE), and Cliff Nesmith (Biochem). I presented my credentials to Mr. Berndt and informed him that this was an EPA inspection to determine compliance with the Safe Drinking Water Act and target noncompliance at federally owned drinking water systems. The scope of the inspection is to inspect the physical water plants and associated storage facilities. The inspection is not a full Sanitary Survey, nor does it take the place of the Texas Commission on Environmental Quality Comprehensive Compliance Investigations, performed triennially. FACILITY DESCRIPTION Rocky Creek Park 1 is a transient, non-community water system, which is part of the United States Army Corp of Engineers Lake Benbrook Rocky Creek Park Picnic and Camping Area, located on the east side of Lake Benbrook at 5900 Rocky Creek Rd. in Crowley, Texas. One ground water well operates through one water treatment plant (WTP) on one pressure plane. At the WTP, located past the gate house on the side of Rocky Creek Road, ground water from Well No. G2200221A (called R1 by the water system) immediately passes through a diaphragm well pressure tank. The water is then disinfected with 12% sodium hypochlorite solution before it enters the distribution system under direct pressure, which is maintained by a hydro-pneumatic tank. The water system consists of a single well, pressure tank, and 500 gallon hydropneumatic tank. The electrical wiring and storage tanks were recently redone in a modernization effort undertaken by the USCOE. The water system serves six connections including two restrooms, two RV sites, and two drinking fountains. There are two employees of the park served by the water system full time. The water system is operated by a contract operator and overseen by the USCOE. The operator is onsite as required but is not required to be onsite at all times, or at all times the system is producing water. During the closing conference, Jessica Moore reviewed the two Areas of Concern noted during the inspection. The water system was informed that since TCEQ has primacy for administering the Public Water Supply Program in the state of Texas, TCEQ would receive a copy of the report and determine any necessary follow up. We also discussed that that EPA Region 6 would contact the FFEO Officer at EPA Headquarters to discuss needed compliance assistance for one of the other water systems in the same park. Section IV - FOLLOW UP EPA Region 6 will contact the FFEO Officer with EPA Headquarters responsible for this facility.
