Section I - INTRODUCTION
Bureau of Indian Affairs Osage Agency (BIA) / Shidler City Lake Spillway Inspection Date 08/03/2023
PURPOSE OF THE INSPECTION EPA Region 6 Inspector, Matthew Allen, arrived at the Shidler City Lake spillway area (EPA ID No. OKU002191) south of Shidler, OK at 09:05 a.m. on 08/03/2023 to investigate possible spill impacts which had been reported by the Bureau of Indian Affairs Osage Agency (BIA), supervisor, Lee Burnett. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. BIA Field Engineer, Frank Ware, Osage Nation Department of Natural Resources Project Specialist's Tom Ashmore and Cameron Chesbro were also present and participated during the inspection.
FACILITY DESCRIPTION EPA conducted an inspection immediately below the Shidler City Lake spillway where water was seeping or springing from a native rock shelf into a significant pool of water.
Section II - OBSERVATIONS I observed water seeping from a native rock shelf below the Shidler City Lake spillway (GPS: 36.746464,96.648167). The seeping water was clear and had created a red/brown deposit along the flowpath as it flowed down the rock shelf into the pool of water below.
I observed a Total Dissolved Solids (TDS) field reading of 195 mg/L (GPS: 36.746464, -96.648167) in the pool of water which was being impacted by the seeping or springing water.
I observed multiple small and medium fish, small and large turtles and small aquatic bugs present and seemingly unaffected in the pool of water which was being impacted by the seeping water.
At the time of the inspection there was no oil, oil sheen or any other visible signs of impact in the pool of water below the discolored seep.
At the time of the inspection there was no livestock, wildlife, aquatic life, or vegetation which appeared to be suffering any type of impact.
Section III - AREAS OF CONCERN At the time of the inspection, the observed TDS field reading coupled with all the other observations listed above did not provide any areas of concern.
Through discussion between Tom, Cameron, Frank and myself, it was determined the discolored deposit visible along the rock shelf was most likely created by naturally occuring iron oxidizing bacteria, which in this particular setting should pose no environmental concern.
