On June 12,1981, Bob Manahan (Johns-Manville, Corporate Marketing Services) and I called on the Naval Facilities Engineering Command (NAVFAC) in Alexandria, Virginia. The call was made at Manahan's request to assist Stanley Baker (Specifications
Engineer, Water and Sanitary Facilities) prepare for an annual presentation to NAVFAC Regional Engineers. Lou Wiernigg (Branch Chief, Civil-Chemical Engineering Branch, Civil Structural Division) also attended the meeting for a short period of time.
At Baker's request, Staff reviewed the epidemiology and animal feeding studies supporting the safety of A/C pipe. Beyond the health issue, Baker was particularly concerned about the number of A/C plants which have closed in the past two years. His question was simply, "Can the industry still serve the marketplace?" Staff assured him that although some plants had closed in the Eastern part of the United States, Certainteed still maintained a plant in the Northeast, and CAPCO and Johns-Manville continued to ship A/C pipe into the Eastern United States. Baker seemed comfortable with this
response.
Baker asked what the industry's response was to the Millette article in Water Engineering and Management. Staff gave him a copy of the AACPP response. Baker also was given a new set of AWWA specifications and information on the vinyl lined A/C pipe issue.
Somewhat confidentially, Baker said that there were feelings within NAVFAC that there should be some restrictions on the use of A/C pipe, presumably because of the health issue. Staff reported that AWWA was reviewing this matter and that the A/C pipe industry anticipated a very favorable response. Baker was most anxious to hear the outcome of the AWWA deliberations.
Baker also reported that Wiernigg was "somewhat disenchanted" with A/C pipe as a result of installation problems at a Trident missile facility in Washington State. Bob Manahan was familiar with this problem. He agreed to follow up with Baker and advise
Staff of the need for further action on this technical matter.
ACTION REQUIRED
1. Place Baker's name on the mailing list for "A/C Advisory."
2. Give consideration to expanding "A/C Advisory" to include all government
agency which fund pipe projects.
