Dear Dr. Kehoe: I have your letter of the 24-th relative to likelihood of your presence being desired abroad in connection with the British investigation. The British Government requested the U. S. State Department to have Br. Leake appear before th Committee. He left here on the President Roosevelt on Wednesday of last week and should have arrived by this time.' - I am informed that the Surgeon General on his return from a recent conference on health matters connected with the League of Nations at Geneva is visiting in England and may be requested to appear before the Committee either this or next week. " I had a recent letter from Maxwell stating that your last report . had, immediately upon its receipt, been turned over, with sufficient copies, to the Secretary of the Committee so that they now have before them all the reported work which has been done over here. Maxwell seemed to think that this would make it unnecessary for you to personally attend and he said that the Chairman of the Committee had informed him that if the occasion should require, your presence, which could be determined only in the light of devel opments as the investigation went along, they would give ample notice to enable you to make necessary arrangements to appear, but that meanwhile, 'no particular plan should be made to that end. There was some intimation in Maxwell *s letter that the Committee might reach, at least a preliminary decision, the early part of July. If they do, and it is favorable, I think we would like to have you, if you could so arrange, go to Europe for the purpose of taking up the subject with the proper Health Authorities in France and, possibly, Belgium and Holland. I feel confident if we get a favorable report, even provisional, that it will be our purpose to extend distribution in certain of the Continental countries, particularly those named. I might say that there has been renewed, interest in our product by two of the large oil companies in France and, incidentally, the Government itself, particularly the Air Force, have come to appreciate the advantages of ETHYL.
