Section I - INTRODUCTION

PURPOSE OF THE INSPECTION
EPA Region 6 inspector Matthew Allen arrived at the, McCann Resources Inc, Bowring Lease, (EPA ID No. OKU000848), at 11:45 AM on 03/12/2026 for an announced inspection. There was no company representative present during the inspection. This was an EPA inspection in response to a National Response Center Spill Report (NRC# 1456239) which was received by EPA Region 6. EPA Inspector, Matthew Allen, also received notification of the spill from The Bureau of Indian Affairs (BIA) Osage Agency, Field Inspector, Dallas Nave. The inspection was conducted by the authority of the Clean Water Act to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other tribal, state or federal partners present at the time of the inspection.
FACILITY DESCRIPTION
EPA conducted an inspection at the, McCann Resources Inc, Bowring Lease, (GPS 36.909141, 96.121457) where a 2-inch diameter poly flowline carrying produced water (brine and oil) failed, releasing produced water into the main channel of an unnamed tributary of Hulah Lake. The flowline carried fluids from production wells to the separation/storage facility (Bowring Lease tank battery). The Bowring Lease was located northeast of Bowring, Oklahoma, in Osage County.
Section II - OBSERVATIONS
I observed the release point and the point of entry (POE) into the unnamed tributary of Hulah Lake. The damaged flowline responsible for the leak had a temporary repair claim installed at the time of the inspection. Straw and straw bales were also present at the release point/POE. See photo No. 1 of the attached photo log. For additional location and photo metadata, see Appendix 1, photo log, which is attached to this report.
Downstream from the POE, I observed oil and straw bales in the main channel of the impacted tributary, see photo No. 2.
Continuing downstream, I observed oil-stained leaves, sticks and soil along the main channel of the impacted tributary. See photo No 3.
I observed an elevated TDS field reading of 3,333 mg/L. At this same location I observed oil floating on the impacted water of the tributary. See photos No. 4 & 5.
Continuing downstream, I observed additional oil floating in the impacted tributary. See photo No. 6.
Further downstream I observed 2 straw bales placed by the operator. The bales were placed to prevent downstream migration of spill impacts. See photo No. 7.

Downstream from the straw bales, I observed additional oil in the impacted tributary. See photo No. 8.
Continuing downstream, I observed oil-stained leaves, sticks and soil along the main channel of the impacted tributary. See photo No. 9.
Continuing downstream I observed oil sheen and an elevated TDS field reading of 1,956 mg/L. See photos No. 10 & 11.
At the end of observed spill impacts, I observed floating, oil absorbent containment booms and a floating oil containment boom which had been placed by the operator and US Army Corps of Engineers personnel. At this same location I observed a TDS field reading of 410.2 mg/L which represented "background" TDS levels for the area, indicating the end of spill impacts. There was no oil or sheen observed beyond this point.
At the time of the inspection, containment was inadequate to prevent downstream migration of spill impacts if the area were to experience a moderate rainfall event.
Section III - AREAS OF CONCERN
At the time of the inspection, containment measures were inadequate to prevent downstream migration of spill impacts if the area were to receive moderate rainfall. The spill was not adequately contained.
The primary area of concern was the oil and elevated TDS waters present in the unnamed tributary of Hulah Lake and the threat they posed to the drinking water intake on Hulah Lake.
After speaking with the operator/responsible party, clean-up progress was little to none. The operator stated recent health related events, and a shortage of manpower impacted the company's ability to adequately address the spill impacts.
Section IV - FOLLOW UP
EPA Inspector, Matthew Allen, conducted a follow-up call with Mark McCann after the inspection. Mr. McCann stated the company would remove the oil and contamination from the impacted tributary. Mr. McCann stated the company was facing a labor shortage which was impacting their ability to sustain cleanup activity.
EPA inspector will hold follow-up phone calls with Mr. McCann to track cleanup progress.
