Enclosure 1 Copy of Subject Proposal dated 1 May 1955
Dear Mr. Smith
In the course of our follow with the Bureau of
Federal Supply it was learned that our original draft proposal together with certain changes has been coordinated with
some of the members of the Federal Task Group However in
t
discussing the details of the draft with one of the members
it was learned that all of the recommended changes which we
submitted by letter ir May of this year were not included in
the particular copy
After discussing the matter with Mr. Thomason w agreed to furnish a sufficient number of copies of the c -
pletely revised draft to ensure that consideration is given to
all of our recommend tions
One of the major changes in the enclosed draft is
contained in Paragraph 2 wherein applicable ASTX Specifica-
tions have been substituted for Commercial Standard CS131-46
As you will recall we objected to CS131-46 because of its identity with industrial mineral wool requirements The only point that may affect this change is that the Federal Outline
c Form for Specifications states that most governmental and
nongovernmental specifications other than federal specificetions should not be referenced in federal product specifications
Quoting from the Outline the reasons for limiting the use of
!
both governmental other than federal specifications and non-
governmental specifications and publications are as follows
