Purpose of Inspection: This inspection was part of an initiative to evaluate compliance with refrigerant handling regulations for disposal of small appliances and vehicles in the Cleveland area.

The following infonnation was obtained verbally from the facility manager.
Berea Metals and Recycling accepts small appliances and vehicles for recycling and disposal. They do not do any recovery of refrigerant on site.
The manager claimed that they will not accept small appliances without the proper paperwork indicating that the refrigerant has been recovered, but that they do not retain any documentation for units they purchase (and they do not have any contracts in place governing refrigerant recovery). Observations at the scrap pile indicate some units arc accepted that arc completely intact. The manager reported they reject units with cut lines.
All vehicles which are accepted are sent whole to a different yard where the refrigerant is reportedly recovered.

Data Collected and Observations: Some refrigerators in the scrap pile appear to be completely intact (the cardboard back panel was not removed, indicating that no one accessed the refrigerant lines to recover the refrigerant).

CLOSING CONFERENCE
Compliance Assistance: We provided a thorough description of the compliance options within the applicable regulations and discussed bow Berea Metal and Recycling might comply with those regulations. We offered to provide further assistance in implementing a compliant program if needed.
Concerns: Program for accepting small appliances is not complaint with regulations.
