Update on social cost of climate change

I.
PURPOSE
This briefing will describe the implications of Executive Order (EO) 13783 for characterizing climate change impacts in rule making, planning, and project approval, and propose options for clearer direction to the field.
II. BACKGROUND
Prior to the new administration taking office, BLM lacked any clear guidance on when (or whether) to use monetary estimates of the social cost of greenhouse gases (GHGs) to characterize the impacts on global climate change from planning and project decisions. EO 13783, "Promoting Energy Independence and Economic Growth" (March 28th, 2017) has made this uncertainty worse. The EO acknowledges that agencies may continue to use estimates of the social cost of GHGs, but it disbands the Interagency Working Group on Social Cost of Greenhouse Gases (IWG) and withdraws its technical reports, which had provided federal agencies with a range of estimates for the social cost of GHGs. While many estimates of these social costs exist, BLM and other agencies now lack any clear path to identifying a defensible estimate of these costs. It is likely that this additional uncertainty will put BLM's actions over fossil fuels at greater risk of legal challenge.
