E-316 The regular meeting of the Executive Committee of the Manufacturing Chemist3' Association of the United States was held in Hoorn A, Ihe Chemists' Club, 52 East 41st Stree New York City, December 11, 1945, at HjGO A.H. DERBY The authorization of the Executive Committee on November 13 for an expenditure up to $20,000 for expansion of MCA will permit the addition of two men and two girls to the staff of the Washington office, with two additional office rooms and equipment. To date, arrangements have been completed for.the addition of one man (Mr, Philip V. Tilden), and one girl, with a new room and equipment. The addition of the second couple is contingent on getting another room, prospects for the latter not appearing favorable before next sunnier. The Secretary agreed to prepare a detailed statement on the budget, based upon the above expansion, together with a suggestion in regard to an adjustment of the assessments to care for this added expenditure. It was agreed that no change in W assessments is necessary during the current fiscal year and that any adjustments in assessments can be postponed until the billing for the next fiscal year, June 1, 1946 to May 31, 1947. II. MINUTES OF MEETING The minutes of the meeting of November 13 were duly approved as sent to the members. A. TREASURER'S REPORT. BUSINESS CONDITIONS REPORT NO. 73. Business Conditions Report No. 73 was reviewed. III. CHEMICAL PLANTS AND FACILITIES The Secretary reported that in response to the query of November 16 to members of the Executive Committee, asking whether a witness, or witnesses, should appear on behalf of the MCA before the Surplus Property Subcommittee of the Senate Military Affairs Committee on the recommendations of the Surplus Property Adminis tration in its report to Congress entitled "Chemical Plants and Facilties", seven members replied "no", one member replied "yes", and two members did not reply on this question. In response to question two, asking if appearance should be left to the individual manufacturer, nine members replied "yes", and one member replied CMA 066603 5-317 On the basis of the above reponse, it was decided not to have a id.tness appear on behalf of the Association, 17. LABOR CONTRACTS Following a review of the suggestion that labor contracts in the chemical industry be collected for examination, the subject was postponed indefinitely and was removed from the docket. V. MCA SURVEY QN INORGANIC RESEARCH EXPENDITURES The Secretary was authorized to send out a brief questionnaire asking for total research expenditures in 1944 and for total net sales In order that the re lation of research expenditures to sales can be reported in the supplement to "Chemical Facts and Figures", VI. RECOMMENDED PROCEDURE FOR REPORTING AND CLASSIFYING PERSONAL INJURIES In 1943 the MCA Safety Committee prepared a report for members of the MCA setting forth a recommended procedure for reporting and classifying personal in juries in the chemical industry. At that time the Executive Committee requested that the MCA report be harmonized with the National Safety Council definitions and others. The American Standards Association report, released October 11, 1945, entitled "American Standard Method of Compiling Industrial Injury Rates (Z16.1) is a result of such efforts. The MCA General Safety Committee, at their meeting of November 3 and 9, 1945, unanimously recommended that the MCA adopt the ASA report, and that monthly reports be obtained from MCA members and be compiled by the Washington office in consolidated form, thus permitting each plant and each company to compare their experience with the rate for the chemical industry. The Executive Committee authorized the Secretary to collect these monthly accident figures according to the ASA method, the chemical industry to conform in the compilation of industrial injury rates to section 6.1.1 (Page 9 of the above ASA Report Z16.1). The Washington office will then report the rates for the chemi cal industry to each member firm. m. 1946 MCA ANNUAL MEETING j f Mr. H. L. Derby reported that Mr. H. 0. C. Ingraham had resigned as Chain&ut of the Program Conmittee for the June Annual Meeting. Mr. Derby agreed to take up with Skytop Lodge Board, of which he is a member, the question of reservations for the meeting in June. Information indicates an acute shortage of hotel space for 1946, including both city and country resort hotels. VIII. MISCELLANEOUS A. FEDERAL INSECTICIDE ACT. H. R. 4851. The Secretary reported that the new Federal Insecticide Act would be reviewed by the I&F Committee at its meeting; in New York City on December 13. B. OREGON REGULATIONS ON HAZARDOUS nHEMTCALS- The Secretary reported that the Oregon State Board of Health Regulations, providing health and sanitation measures, making the following provision tinder Section 13.2t "Adequate Warning or Caution Labels shall be applied to containers of hazardous chemicals by manufacturers, distributors, or suppliers. Warning or caution labels are deemed adequate that are in accordance CMA 066604 E-318 with 'A Guide for the Preparation of Warning Labels for Hazardous Chemicals' adopted 1945 by the Manufacturing Chemists' Association of the United States". C. FEDERAL RESEARCH BILLS. Reports indicate that the Kilgore-Magnuson research proposals will be revised and split into two parts, the first to be covered k by a new Kilgore bill which may provide for the subsidy of pure science and research in the univerisities and colleges, and the second to be covered by the new Rilbright bill on which hearings were opened on December 12. The Fulbright bill sets up with in the Department of Commerce, an Office of Technical Services to promote and aid inventions and inventors. The Fulbright bill has been referred to the MCA Special Committee on Legislative Proposals for Federal Research. D. WATER POLLUTION COMMITTEE. The Secretary reported that a brief had been filed on behalf of the Association with the House Committee on Rivers and Habors on the Spence Bill, H. R. 4070 covering stream pollution abatement. This bill is similar to the Barkley-Vinson bills which were supported by the Association in 1937. IX.
