On the one hand the Commission is working on the concept of essential use as part of the Chemicals Strategy and aiming to define criteria by the end of 2022. On the other hand, NL together with four other countries have the intention submitting a PFAS restriction dossier on non-essential uses by mid 2022. We regularly meet with the Commission to inform each other on the progress (also during CARACAL meetings) and to discuss issues. But we both have our own tasks and responsibilities. It is my understanding that the entry in the Rol is expected to be in June/July and that the Annex XV dossier publication will consequently be before July 2022. Parallel to this activity, there is an ongoing discussion on the definition for criteria for essential uses, taking into account the definition of the Montreal Protocol (see CA/61/2020 and CA/14/2021). This discussion should be concluded by 2022, according to the action plan of the Commission. Am | to understand that the criteria for essential uses, yet to be established, will be leading in the assessment of (non-)essential used for PFAS?
