F. Spence opened the meeting at 9.30 A. M. on June 2. Be discussed committee attendance, emphasized the importance of the irk, and stated that this should not take second place to the actiities of other groups. It was agreed that the secretary should circute to members an attendance record covering the past three years. Mr. Gorbell thought the committee had accomplished much; that ill members should be prepared to carry their share of the load; that 11 should have a sense of pride in the committee's achievements which ve been for the good of the whole industry. Mr. Albisser thought we should review our objectives -- examine each committee function and perhaps develop the scope of the committee cover not only safety data sheets, safety guides, safety awards, jtc. Perhaps a change was indicated such as rotating membership.. There was general approval that the matter of increased memberhip be considered, that rules should be enforced more strictly and at the over-all activities of the committee should be reviewed. The chairman asked all members to give serious thought to the question and to be prepared for discussion at the n xt me ting. CMA 039942 GSC-145 .2 Minutes of the last meeting wer accept d as writt n. 3. INDUSTRIAL INJURIES (a) Reports for the month of March 1960 were reviewed. Following discussion it was agreed: 1. To eliminate trend percentages on the first page of the monthly report. 2. To change the head to read "Confidential for MCA Member Executives". 3. That because production loss due to off-the-job injuries is proving to be greater than that due to on-the-job injuries, the off-the-job statistics should be trans ferred to the front page of the report. (b) Accident-Cas^ Histories Continually increasing interest on the part of member companies and others in this phaze of the committee's activities was noted with satisfaction. Mr. Fleming stated the results of oxygen/propane safety tests sponsored by Celanese Corporation at the Bureau of Mines would be made available. 4. COMMUNICATION BETWEEN COMMITTEES Members discussed the problem of communication between committees a problem which is increasing with the growth and increased activities of the Association. As an example, the 'tank car movement of hazardous chemical^ was quoted as a subject requiring unrestricted communication between the committee on "Tank Cars, Tank Trucks and Portable Tanks" and the General Safety Committee. As another example, the current work of the Ammonium Nitrate Technical Committee should, it was thought be communicated to the General Safety Committee. It was resolved that the secretary request the secretaries of all committees whose work in any way overlaps with that of the General Safety Committee to forward copies of all meeting agendas and minutes to the chairman of the General Safety Committee so that there can be liaison between all interested parties. 5. Acrolein -- in preparation by Union Carbide Corporation (b) New Subjects It was resolved to prepare chemical safety data sheets on Xylen and Pyridene. The secretary was instructed to request further information to support a request for a sheet on Quinoline. Mr. A. Kling offered to forward brochures on Hydrazine to committee members so that a decision on the need for a data sheet can be made at the next meeting. c) Revisions 1. Queener SD-20 Sulfuric Acid -- technical draft on hand (d) Standard Section on Unloading Corrosive Liquids from Tank Cars Those who have not commented on Mr. H. Bell's draft were requ st to do so. It was thought that we should not state how many persons .. should be present when unloading is being carried out, that the word "hazardous" is used too freely and tends to lose its meaning, and that reference to unloading only in the daytime should be excluded. (e) Comments on all drafts should be submitted within 30 days of receipt of the draft. 6. SAFETY GUIDES (a) Storage and Handling of Foam Plastics Comments on the second draft should be forwarded to Mr. S. M. MacCutcheon by June 15. (b) Storage and Handling of Drum Lots and Smaller Quantities of Flammable Liquids.- Ready for printing but illustrative pictures required. (c) Emergency Organization for the Chemical Industry Draft circulated (d) Electrical Switch Lockouts First draft to be circulated shortly. (e) Storage and Handling of Shock and Impact Sensitive Chemicals Draft circulated Electrical Grounding l>se of Work Permits Instrumentation for Safety Preventive Maintenance for Safety Safe Use of Cleaning Solvents The secretary was instructed to invite Mr. Howard Fawcett of General Electric Company to write a draft for this safety guide. SAFETY WORKSHOPS Mr. A. H. Christian reported on suggestions received from members .as to the value and organization of safety workshops. He undertook to circulate a workshop organization report. Following discussion it was agreed that the committee should take part in the chemical section meeting at the annual conference of th Greater New York Safety Congress and. in addition, that the committee should hold a one-day workshop each year in an area of the country where there is a concentration of chemical plants. Mr. A. H. Christian undertook to make recommendations for the hext workshop which will be held in November I960. [8. MOVIE ON SAFETY IN THE CHEMICAL LABORATORY The committee discussed the secretary's report that the Board of Directors has budgeted $10,000 during the fiscal year commencing June 1, 1960 as an interim allocation for the movie. The committee Viewed a movie produced by the EdwaxdFeil Company. After detailed discussion a production subcommittee was appointed consisting of Mr. S. M. MacCutcheon (chairman), Mr. R. H. Albisser and Mr. A. H. Christian. It was generally agreed that the subcommittee should invite the cooperation of non-committee members in the prepara tion of the script. 9. REPORTS ON ACTIVITIES OF EXTERNAL COMMITTEES (a) Publications of the National Safety Council dealing with Chemical Safety________ ________________ _ Mr. S. F. Spence reported that representatives of the MCA, the American Petroleum Institute and the National Institute of Makers CMA 039946 GSC-149J of Explosives had met with NSC officials in Chicago to discuss develop m nt of a more satisfactory procedure for review of NSC drafts for such publications. It was agreed that when a draft for such a publication is first*., received by Mr. Kelly of NSC that he will forward copies to the Trade; association concerned with the subject chemical. The trade associa tion will distribute copies to those with experience of the chemical for review. Changes should be limited to content -- no additions should be made unless absolutely essential -- and there should be no editorial changes. The draft will then be returned to Mr. Kelly for distribution for review as in the past. (b) ASA -- B-19 Safety Standards for Compressor Systems The secretary drew attention to correspondence from the American Petroleum Institute objecting to the substance of the draft for this proposed standard. Members, not being familiar with any of the background of this project or with the contents of the draft, were unable to offer any opinions. The secretary undertook to forward the: draft to Mr. S. F. Spence for his review and comments. (c) ASA -- K-13 Identification of gas mask cannisters Mr. A. Kling reported that this project is now approaching^ a satisfactory conclusion and that proposals of the committee have been approved by manufacturers. 10. APPOINTMENT OF NOMINATING COMMITTEE The following were appointed to nominate a chairman and vice chairman of the committee for the two-year period following the next meeting: Mr. R. H. Albisser, Mr. G. L. Gorbell, Mr. S. M. MacCutcheon Mr. S. F. Spence and the secretary. 11. NEXT MEETING The next meeting will be held in New York City on Thursday, September 15, 1960. F. G.
