We are a little more than two (2) w eeks out from the 5th annual MECC - KC event (April 11-12) at the KC Convention Center. We will have another great crowd Thank you kindly for joining us! This keynote session will be: 1 0 :3 0 - 11:20 am, April 11 I will serve as the moderator. Below I identified a process and suggested questions. It was nice to see most of you at the ECOS meeting in St. Paul last week. I enjoyed the ongoing discussion at ECOS about "Cooperative Federalism" and other issues. I find ECOS meetings extremely valuable. I always leave feeling positive about our important state and federal environmental agencies. Two things. 1. IF you want a conference call please let me know. 2. If you have any suggested changes to the format outlined below or additional questions for me to ask, please let me know. a. Our audience is primarily EHS managers and their consultant and legal service providers. b. I suspect the principal question for this audience is: i. "What does Cooperative Federalism mean in my daily operations and for compliance and enforcement." What role does E-Enterprise have in Cooperative Federalism? iv. Can you identify or provide examples at this point of how Cooperative Federalism is working in Region 7 or elsewhere? v. The ECOS white paper, "Cooperative Federalism 2.0," identifies "periodic audit system" to take the place of federal intervention in delegate states. 1. How would the audit system work in practice? vi. IF States or Local Governments are expected to play a greater role, how will this be funded? Especially if theTrump Administration reduces overall funding to EPA? vii. What would you say to those who say "Cooperative Federalism" can lead to a "Race to the Bottom" if we don't have Federal oversight? viii.
