I told Bob that I was calling to report a release of vinyl chloride to the atmosphere. Rough calculation showed a loss of about 800 pounds. An operational problem resulted in three safety valve releases of short duration between 2:50 p.m. and 4:20 p.m. on September 22, 1981 3. I told Bob that this information had also been given to the EPA by J. L. Worstell. 4. Bob asked that I send him a note concerning the tele phone conversation so that he could "put it in the file." J.
