ASBESTOS ABATEMENT CONTRACTORS
Over the past several years, most of the RMC facilities have been utilizing outside asbestos abatement contractors for the removal and/or demolition of asbestos. Until recently, there have been few guidelines with which to evalu ate a contractor's ability to carry out a particular job. Now, however, the EPA and OSHA have published recommended procedures for handling asbestos-con taining material. In addition, 42 states require, or are in the process of requiring, asbestos abatement contractors to be licensed within the state where the work is to be performed. Generally, these licensing procedures require the contractor to demonstrate proficiency in the EPA and OSHA recommended guidelines.
In an effort to assist our plants in selecting only those contractors who are qualified to remove asbestos, RMC developed an "Asbestos Abatement Contractor Questionnaire." The questionnaire was prepared with the assistance of our legal department and sent to contractors whose names were obtained from lists supplied by our corporate and plant purchasing managers.
After receiving the completed questionnaires. Industrial Hygiene reviewed them, with input from legal, and a list of qualified asbestos abatement contractors was developed (See attachment). It is recommended that no asbestos abatement contract be awarded to any contractor, unless he has completed: 1) a Reynolds "Asbestos Abatement Questionnaire," and 2) he has been determined to be qualified by Industrial Hygiene.
In addition, an "Asbestos Abatement Contractor Audit Form" has been developed, to audit the performance of contractors during asbestos abatement projects. This form will enable RMC to ensure that there are no work practices being utilized or not being followed which would create an asbestos exposure hazard to RMC employees or contaminate RMC equipment and/or property. This audit should be conducted twice per week at random for the project duration. If problems or questions arise during the completion of the fora, the plant should contact Ron Benton, Industrial Hygiene, Extension 2265. Copies of the Audit Form should be sent to Industrial Hygiene at the completion of each project, in order to review the actual perform ance of the contractor during asbestos abatement.
If a contractor does not follow the appropriate work practices for removal of asbestos and la unwilling to modify them accordingly, his service will be termi nated and hi* name removed from the list of approved contractors.
