Dear Officials,
The attached email is regarding a incident that a Sutter County Grand Jury Member brought to my attention after witnessing and taking photos of activities that convinced us that PG&E was discharging into our ditch.
The attached email and attachment help prove that SWRCB Investigator Bryan Elders who investigated PG&E has a serious integrity issue and lied in his report so you have to suspect I assume he lies in his other reports which compromises every case that he has investigated and reported on and future case his investigations and reports on.
Other words the guy is a LIAR.
The attached email from the EPAI Scott Pruitt is also false / misleading because this incident with PG&E was not thoroughly investigated and SWRCB Bryan Elders lied to discredit me which has helped PG&E get away with violations and crimes including obstruction of justice by PG&E removing evidence and cleaning up the site while there was a ongoing investigation and before they were inspected.
He also basically lied in his report by making it sound like I was attacking PG&E and Morris character for no reason while what I was doing was provided evidence that PG&E and Morris have a long history of lying to regulators I investigators, illegally discharging waste which threatens water quality and violating regulations which threaten water quality.
The Regional Water Boards who issued the permits has even issues violations against Morris including at this very site and sent out letters to businesses and farmers WARNING them of Morris practices which SWRCB Bryan Elders ignored during his investigation I report and instead attached my credibility with false I misleading statements like the one attached to this email which is contradicted by the attached email from SWRCB Bryan Elders.

He totally ignored the reason in which I brought this up which was because in 2009 when Morris was being prosecuted for illegally discharging ash and waste in Butte County he started transferring property over to his daughter which appeared to be to keep them out of the hands of the government in the case that he was convicted and they attempted to seize them.
When I discovered in 2009 and provided it to Butte County Deputy DA Hal Thomas he was greatly appreciated it which I have also brought to the attention of EPAI Scott Pruitt but they have ignored and have basically helped PG&E I Big Energy get away with violations and crimes instead of taking action to help protect the public and water quality from polluters like PG&E and dishonest officials like SWRCB Bryan Elders.
So how can you trust what the EPA I Scott Pruitt are stating about other issues such as Chlorpyrifos if they are ignoring SWRCB is lying and authoring false I misleading reports to help PG&E get away with violations and crimes ?
I was a supporter of Scott Pruitt but I am loosing confidence in him because its hard to have confidence in some one who obvious lacks integrity in this email from the EPA I Scott Pruitt

Dear Secretary Pruitt,
I attached this email which SWRCB Bryan Elders basically repeats my statement back that I was not sure if Morris was listed on the title or was the actually owner. If you read his report you will notice that he made an intentional false statement to discredit me which is basically a type of fraud which helps prevent justice from being served.
I have showed and emailed many people in our community the photos of the PG&E facility, their statements, and the SWRCB report and no citizen that I have showed them to believe PG&E, its contractors, Morris ,SWRCB Bryan Elders and his report.
They basically believe that its dishonest, false and misleading which also makes them believe that Region 9 and the EPA are also dishonest for stating that the SWRCB conducted a thorough investigation when they obviously have not because if it was thorough SWRCB would have inspected the waste water and facility while it was on site and would have calculated how much waste water came in with how much went out.
People also believe that SWRCB Bryan Elders lied in his report regarding the erosion in the ditch which was obviously caused by water or waste water being discharged out of a 3 to 4 inch hose.
The Region 9 email is basically convincing people that the Federal Government and State Agencies are dishonest and can not be trusted in investigating and reporting on Oroville Dam because its obvious dishonest if it claims that the SWRCB conducted a thorough investigation.

Based on our Friday discussion, you had mentioned that you were not sure if Mr. Morris was listed on the title to those properties in Live Oak and therefore would not be allowed to give authorization for PG&E's operations. In my conversation with Adam O'Connor, I asked about their process for determining land access. He informed me that they use software to determine property ownership and contact information. He checked while I was on the phone with him and found the parcels to be titled to Mr. Morris. I had one of our legal assistants look up the three parcels in question and confirmed that Mr. Morris is on the title for all three. Hopefully that clarifies that issue for you.

One of Mr. Rogers' main concerns at the time of our meeting was the location of the tanks The NOI submitted by PG&E for the R-502 project did not include the parcel where the tanks were being staged (APN 08-100-065). The original plans identified one of the discharge parcels (APN #08-100-026) as the staging area. Mr. Rogers believed this to be a violation, which I explained, is not, because the permit applies only to the points of discharge. He also claimed that the properties were not owned by Mr. Morris, and therefore, PG&E did not have permission from the actual landowner who he believed to be Mr Morns' daughter. A title search revealed this accusation to be false, as Mr Morris and Ms. Sandra Morris are both listed on the title for the three involved parcels. Mr Rogers was also concerned with the purpose of the discharge, alleging that it was 'out of season' to be irrigating the discharge parcels. I explained that the permit does not specify the required use of the discharge, and furthermore, the NOI describes the use as "reuse as irrigation supply, dust control or general application ".
