This report is based on information supplied by the facility representatives, inspector observations, port related facilities, and records including photographs taken (see Appendix 1), verbal or written statements made during or after the on-site inspection, and/or materials shown, demonstrated, or submitted to the EPA during or after the on-site inspection. In addition, information gathered prior to or after the inspection from a review of EPA, State, and public records may be included in this report. This facility provides temporary dock space for its barge fleet in between loading shipments. The facility does not maintain a MARPOL COA. The barge fleet location inspected provides temporary dock space in between loading shipments for Kirby owned vessels and barges. The facility does not maintain a MARPOL COA or have an EPA ID, as it does not generate any hazardous waste. The inspection team, accompanied by Mr. Robins, took a visual inspection of Kirby's dock space and three Connex storage units in Kirby's yard space. Supplies, tools, and paint were stored inside of the storage units. The inspection team did not observe any waste. The inspection team did not observe any apparent areas of concern and a closing conference was conducted at approximately 01:50 PM with Kirby personnel.
