Ledvina Date November 1, 1983 Subject LCVCM SECOND ROUND ENVIRONMENTAL AUDIT A second round environmental audit was done at the LCVCM Plant on 9/28/83. The second round is a review of the first round report. Randy Price of Chocolate Bayou participated on the audit. Our comments are: 1. LCVCM Plant has been getting considerable attention from EPA on lab procedures and practices. Issues seem to get worked out as they come up and we see no particular problem. EPA appears to be more "picky" at the VCM Plant over details than any other plant. 2. I've issued a letter to Ron Bryan regarding wastewater bypasses. Generally, I recommend we continue with our program to minimize bypasses. 3. The SPCC Plan is due to be revised. The regulations say it must be updated every three years. 4. The development of a program to minimize incinerator bypasses is highly desirable and should continue to receive the current high priority.
