Both these letters should; I feel; make the position quite clear. We naturally would he extremely grateful if you could pass your comments to me in due course as to the proposals which I have out 1:1ned therein. As I mentioned to you. I am leaving on Sunday for Eaton Eouge and I must'leave there on November Ip for Miami. Should you wish to .discuss the matter which is raised in this correspondence with me personally; naturally I would be prepared to come up to Cincinnati. (These are the basic safety recommendations.) Part III which refers to the special regulations which are issued covering all phases during which contact with Ethyl Fluid may be involved. In this section I have listed the detailed recommendations applicable to all types of blending!plants* the handling of Fluid in the laboratories, tank cleaning, transport/'etc'.'. ' Dr. Eehoe agreed: that there was duplication between the blue book and our other publications sad so, therefor, I have also made a rough revision of each individual book to eliminate unnecessary dupli cation and to keep the instructions specific to the type of operation which is being.^considered. .- Br. Kehoo suggested that I should send on tbesa proposals to him for his comment and, if necessary I will travel up from Baton Bouge to discuss them with him in detail. You refer in your letter to the necessity of referring to our drawings and specifications covering blending plants, so in this connec tion I would like to point! out that all our drawings are badly in need of revision and, furthermore, w ourselves hve prepared no tailed specifications covering bulk activities. . I have suggested the following phraseology to cover the issue of blending plant specifications. ""B. The Utilisation of Adequate Mixing Equipment. Each mixing system must be built in precise accordance with drawings submitted by the distributing company and approved by representative of the Associated Ethyl Company. . The plant arrangement is based upon drawings and upon specifications furnished by the Associated Ethyl Company. Specifications cover the essential hygienic and safety requiremehts." I feel that in this way we are left free to revise our designs and specifications from time to time, since it is necessary for th distributing company to submit plans to us of each proposal involving a blending plant. If through circumstances these plans are based on what we then regard as obsolete practice, our m o d e m ideas will be de veloped by our Safety Department after receipt of the plans. October 26, 19^5 In Part III of th special regulations I have listed categorically all our publications, so 'in this connection I think that we: require the following additions in finished printed form. 1. Handling and Mixing of Ethyl Fluid in laboratories. The booklet to include details of the design of suitable hoods for litre can and larger scale laboratory mixing. Also details of tho current standard methods for the analysis of tetraethyl load in gasoline. 2. Placard setting out the basis regulations for handling Ethyl' Fluid in laboratories. 3. Placard setting out th basic Tank Cleaning Regulations. I think will be of 'value if distributed for posting in Superintendents* and Foramen's offices at installations. The individual mixing regulations really are only condensed by the elimination of paragraphs IF, "Belated. Activities" and sections IT and Y dealing with the handling of Fluid in laboratories and tank cleaning. General information is retained for th reason that a subordinate execu tive will undoubtedly b charged with providing the necessary facilities, e.g. drum to weigh tank, and he must be in position to have all the nec essary information relative to that specific application. There will be a considerable amount of work to be don to revise all these prime safety instructions, mixing plant specifications, drawings,' etc., but I think* that in principle there is nothing that Blake could not undertake and do with acme guidance from Pryke to set him on th linos. Fossett, c/o Mr. John Schaefer, Ethyl Corporation, Chrysler Building, 405 Lexington Avenue, NEW YORK Dear Hugh, ' - We are at present revising the agreements between Associated and its customers covering the s upply and purchase of Ethyl Fluid. The proposed Clause 6(c) of the new agreement will read as follows* ''Handling and mixing of the compound with gasoline and distribution and sale of treated gasoline shall be car ried out in accordance with the existing recommendations as regards health issued by Seller and comprised in thedocuments listed in the Schdula hereto and such modifi cations and additions thereto as Seller may from time to time be issued by an governmental agency having jurisdic tion in the premises." ' You will not from the words I have underlined that we propose attaching to each agreement a copy of all of our relevant safety rec ommendations. It will therefore be necessary to revise these recommen dations in the immediate future so that we can have them reprinted for sending out with the new sales agreements. Strictly we are supposed to have these new agreements in the hands of our customers by the 1st of November, but it is improbable that they will be ready for dispatch be fore the end of the present year. It seems to me that the following documents must be listed in the schedule* . 1. Regulations for handling and mixing Ethyl Fluid (blue booklet). 2. Regulations governing the transportation of Motor antiknock compounds. 3. Regulations governing the cleaning and repairing of storage tanks which have contained leaded gasoline. Mr* H* Fossati 2 15th October 1945 ' It might also be desirable to include the booklet dealing with can. filling, but I am at the moment a little doubtful about this I am enclosing a copy of each of the above mentioned booklets, and would much appreciate your arranging to discuss them at the earliest opportunity with Oscar Lewis and Rr. Kehoe, with a view to making such revisions as are considered desirable to bring them up to date. As at present written the blue book includes references to trans port and storage of Ethyl Fluid, tank cleaning etc., all of which it seems to me should be deleted and covered in the separate booklets which deal with these matters. In other words I think we should have one booklet deal ing with blending and related matters, and separate booklets dealing with transport, tank cleaning and.gasaline handling. I suggest for consideration of pr. Kehoe, Oscar and yourself that the blue book deal only with "Recommendations for mixing Ethyl Fluid (avia tion and motor) with gasoline"} the book to be divided into two parts, the first dealing with mixing by means of barrel equipment and the second by means of bulk equipment. AS mentioned earlier I think reference to all subjects other than mixing should be deleted from this book. Labelling of containers is covered by Clause 6(d) of our pro posed new agreement which will read as follows* "All pumps and containers through which treated gasoline is distributed must be plainly labelled with the words 'This fuel may contain lead and is to be used as motor fuel' only' or -heir equivalent in other languages where appropriate". The Ethyl folder will, of course, require to be re-vrritten, but I do not think it essential that this booklet be listed in the schedule to be attached to our sales contract, and I suggest that its revision be left over until after your return. You will appreciate that we have not much time at our disposal, and therefore anything you can do to expedite revision of the booklets listed herein will be much appreciated. ' I should also like your views regarding any other safety booklets which you think should b included in the schedule. You may have noted in my letter reference to "recommendations" rather than "regulations". We propose for the future referring to all our safety pamphlets as "recommendations".
