MEMORANDUM ON MODIFIED TANK CLEANING PROGRAM The tank cle a n in g program i s being m od ified , and t h is memorandum is to serve as a guide fo r Divis io n Managers and t h e ir s t a ffs . 1 . OBSERVE THE CLEANING OP ALL LARGE TANKS Tanks ar e a r b it r a r ily d ivid e d in to two ca t e go r ie s , la r ge and sm a ll. All tan ks over 1000 b a r r e ls ca p a cit y should be observed i f a t a l l p o s s ib le . On th e la r ge s t tan ks r e q u ir in g some days or even weeks, i t is not n ecessar y fo r the s a fe t y en gin eer t o remain in constant a t tendance, pr ovided the Divis io n Manager has s p e c ific a lly d elegated to him the r e s p o n s ib ilit y fo r s a fe t y dur ing the cle a n in g and in h is beet judgment con d ition s w ill permit him to leave from tin t o time to a t tend to other d u ties* Only i f a l l fa ct o r s in d ica t e no accid en t from lead exposure 'w ill occur should our man le a ve . In such cases a s a fe t y engineer can perform near by d u t ie s , or attend another tank clean in g some d istan ce away in st e a d of remaining co n st a n t ly on th e scene of the fi r s t tank clean in g fo r days and weeks a t a t im e . However, he should be ther e when 'work begins and during any c r it ic a l s t a ge s . Any time he is ab sen t, he should le t the foreman launv where he can be r each ed . 2. ATTENDANCE AT THE CLEANING OF SHALL TANKS ( UNDER 1000 BARRELS) CAN IN SOKE CASES BE OMITTED. This r ed u ction in attendance should be based on the judgment o f the Division Ivianager and the s a fe t y en gin eer , as to th e con d ition s p r e va ilin g a t th e scene of the tan k cle a n in g. I t should la r ge ly be based upon* A* Whether or n ot the foreman and crew to do the work are known to be good oper ator s accor d in g t o our stan d ar d s. I f no e n t r ie s ar e ar e contemplated, i t is more lik e ly th e d ivis io n manager w ill fa vor a b ly consider not a t t e n d in g. I f e n t r ie s are contemplated, ca r e fu l con sid er a t io n should be give n to the typ e of work in volve d , r e p a ir work being an unfavor able fa c t o r , bu t the e xa ct natur e o f such r e p a ir work should be considered C. I t is pr obably too much to expect t h a t the e n t ir e r ep or t form can be f i l l e d out in d e t a il from such a con ver sation but a t le a s t the p r in cip a l questions on the form should be ansyrered, Aft e r we in New York have had some exper ience w ith t h is method o f op er at ion , we may be more s p e cific in t h is d e t a il. Time and d is tan ce saved by non-attendance should be r ecor ded.
