Tome We are issuing 3 sets of formulas for Y-1800 and Y-1800-G, Y-5003-E Y-1B31-C, and Y-1863-C. These are the Northern, Southern and Chicago 17 formulas. The Northern and Southern formulas will show the addition of Post-4 (E-173) to improve package stability for viscosity and sagging. This recommendation has been used in the plants for 5 months and is performing satisfactorily. We wish to include this in the formula at this time. This completes the unfinished business problems that we had converting from "CTM Pigment. The cost increase is 4$/gallon. We a re changing the mildeweide by replacing E-454 with E-451 (Nopcocide N-96). This is being done on a cost basis. These changes plus lead drier removal are being made for the Chicago formulas. We have asked Mr. Kinsell's permission to defer a decision to go National on our lead-free drier system in linseed oil house paint until next June. After additional testing when we are convinced that high levels of cobalt drier will not cause premature cracking and flaking, we can go lead-free. We have analyzed S-W House Paints which show 0.01% cobalt on vehicle solids and these paints are very poor in drying. Our Chicago formulas will use .03% cobalt which will give us acceptable dry at 70 and 3 hours slower than lead-containing formulas, at 50F and70% R.H. The remainder of the house paint line is alkyd, not oil, trim paint formulas, and we are issuing Y-1805-C, Y-1815-B, Y-1828-B, Y-1S37-A, Y-1861-J, Y-1818, Y-1877 and Y-1880. These formulas are being changed to remove the lead drier. The new drier system will be cobalt zirconium and Perma-Dry (E-399) with a cost increase of 2d/gallon. Y-1805 will show 20# of 369-B-131 in place of 6# of B-312 to minimize color float. The recommendation to defer lead-free formulas of linseed oil house paints til June, on a National basis, is not in accord with Mr. Kinsell's wishes to have this work done by January 1973. With the decision by the House Committee to change the lead limitation from .06% to .5%, we are hopeful that this will clear both House and Senate and we can stay at .5% lead which gives us better dry under cold, damp conditions and the best durability with regarding to cracking from premature hardness.
