Larry Bucshon (R-Ind.) today launched the latest bid by Republicans to prevent more coal plants from closing, offering new legislation that would give coal-fired power plants a five-year tax credit for a portion of their operation and maintenance expenses. The introduction comes one week after the chamber passed a bill, H.R. 1119 (115), to allow power plants that bum coal waste to meet less stringent air emissions standards and after Energy Secretary Rick Perry's unsuccessful bid last year for new Federal Energy Regulatory Commission rules to prop up coal plants. "This is not a production tax credit. This is a credit for current power plants to help them with their operations and upgrades and stuff with a really small tax credit limited to five years that is probably a fourth to a third of what the renewables are getting," he told POLITICO. "It's about leveling the playing field and making sure that we're not short-sighted." Plants that use coal for 75 percent of more of their generation would be eligible to claim a credit for up to 30 percent of their operation and maintenance expenses -- or $13 per kilowatt of the nameplate capacity of the unit -- through 2022 under the bill. The credit could also be transferred to eligible partners in projects, such as those that help finance construction or assist in the operation, maintenance or repair of a unit.
