5. Mr. Breeding thanked Mr. Keasbey for accepting the work of Treasurer of the Association, and also expressed his thanks to all of the ocher directors and past officers who have done so much to help advance the programs of the regional associations and IDCNA. He spoke of the great expectations of valued help from the Western Ass'n (AICWS), and his personal gratification that AICWS had affiliated during his term of office.
6. Mr. Breeding then called for the reports of the Committees.
1. Mr. A. Marvin Gibbons, Chairman of the Committee on Labor Relations
announced that the International has formed a new local, known as the
Maine Terminal Local, to help with the labor problem in New England.
Ha expressed the hope that this achievement of hfs committee with the
International would show NICA, (The New England Insulation Contractors
Ass'n) a sample of the results of affiliation with IDCNA.

Anothsr subject reported was Secondary Boycotts legislation erroneously called "common situs picketing" as being proposed in H.R.Bill #10027. Those present expressed the hope that this bill would be defeated.
Mr. Gibbons also remarked that the IDCNA NEWSLETTER was criticized by the International, but full support was given to the editor for the man ner in which labor subjects were presented, and the presentation of sup pliers' advertising.
Mr. Gibbons announced that the International had engaged an attorney to advise and represent asbestos workers in compensation suits because of lung disease. Approximately sixty-five cases are in litigation at the present time. Caution was advised in coming to any general conclusion on this.subject, and discussion was tabled until the next meeting of the Board, so that additional information could be gathered in the meanwhile.
Mr, Gibbons reminded the Board that many collective bargaining agreements would expire in mid 1966, and that his office should be appraised of any assistance that his committee might be able to make. He requested that the regional officers keep the Executive Secretary in Philadelphia conver sant with day to day progress in negotiations, so th3t Flash Bulletins could be sent to the entire membership.
Mr. Breeding thanked Mr. Gibbons and asked him to convey to his committee members, who are the Labor Chairmen of the Regional Associations, the thanks of the entire Board for their work.
2, Mr. Conrad L. Wiegers, Chairman of the Committee on Standards, Education St Safety reported on the progress of the manual project. He announced that the author, Mr. John F. Malloy, has been paid the sum of $2,000.00 as first payment according 'to the retainer agreement and that another pay ment of $5,000.00 would be due Mr. Malloy on June 30, 1966. In the mean time, bills for stenographic services would be mailed to the Executive Secretary for payment, after approval by Mr. Wiegers,
The Board approved this method of payment.
