This report is based on information supplied by the facility representatives, inspector observations, portrelated facilities, and other records, including photographs taken, verbal or written statements made during or after the on-site inspection, and/or materials shown, demonstrated, or submitted to the Environmental Protection Agency (EPA) during or after the on-site inspection. In addition, information gathered prior to or after the inspection from a review of EPA, State, and public records may be included in this report. The facility does not have dock space and does not maintain a MARPOL COA. Area of Concern No SECTION II - OBSERVATIONS Facility: Horizon Environmental Section: 2.1 Date: 06/17/25, 01:00 PM Contains AOC: No I Lead Inspector: Janosh Wolters Attendees: Eric Barrier and Erik Bartels Contains CBI: No I Horizon Environmental (HE), located in Victoria, TX, provides emergency environmental response, oil spill cleanup, and environmental remediation services. The Victoria location is primarily used for assisting with the cleanup of plastic pellets from Formosa Plastics located in Point Comfort, TX. Formosa Plastics generates uniformly shaped pellets approximately 1-5mm in diameter known as nurdles. Formosa Plastics contracts HE to assist with cleaning up of nurdles on Formosa Plastics property. Mr. Barrier explained that this location has approximately fifteen HE employees that work almost full-time at Formosa Plastics picking up nurdles on- and offsite. HE picks up nurdles and accumulates them in roll-off containers on Formosa Plastic's property. In addition, HE assists with oil spills as needed in the local shipping area. HE is registered with the EPA as a hazardous waste transporter and used oil transporter under EPA ID TXR000080087, though this EPA ID is tied to the Anderson Pollution Control, Inc. (Horizon Environmental) office located in Conroe, TX. Mr. Barrier stated if HE were to transport hazardous waste, it would be brought directly to a designated disposal facility, using the Conroe-based EPA ID for the hazardous waste manifest. If HE accumulates used oil during a cleanup operation, it is transported to Rogue Environmental in Conroe, TX. HE does not store or bring back any waste to their facility. HE has an additional location in La Porte, TX. After the opening conference, the inspection team observed the warehouse. Inside, the inspection team observed empty drums used for containment response, as well as spill kits used for containing releases (see Appendix 1 - Photo 1). The facility does not perform maintenance on any of its trucks or equipment and does not generate its own used oil. Next, the inspection team walked around the exterior of the warehouse and did not observe any waste being accumulated. The inspection team did not observe any areas of concern (AOCs) at the time of the inspection. The inspection team explained to Mr. Barrier that if EPA has further questions about the use of an EPA ID from a separate location, EPA may reach out directly to HE. Additionally, the inspection team explained further EPA review may add AOCs. A closing conference was conducted at approximately 1:35 PM with HE personnel. Page 3 of 4 Horizon Environmental Inspection Date: 06/17/2025 SECTION III - RECORDS REVIEW No RCRA-regulated records were reviewed during this focused on-site inspection. SECTION IV - AREAS OF CONCERN No AOCs were identified at the time of the inspection. SECTION IV - FOLLOW UP Any facility follow-up items are as discussed in the observations in Section II. The facility did not provide documents or files requested. Communication Log 24 hours prior to the on-site inspection, Erin Young-Dahl (EPA Region 6) attempted to notify the facility that ERG would be performing a CEI at HE. During the inspection, the inspection team requested various documents for review, which the facility could not locate at the time of the inspection. Janosh Wolters allowed a two-week period where the documents could be provided via email. Following the inspection, Janosh Wolters emailed both facility personnel for the requested documents: 1. Most recent hazardous waste manifest 2. Bill of lading for Used Oil 3. Waste determination of nurdles At the time of this report, the documents have not been provided.
