OPENING CONFERENCE
Presented Credentials Stated authority and purpose of inspection. Provided Small Business Resource Information Sheet. Small Business Resource Information Sheet not provided because SABIC is not a Small
Business. Provided CBI warning to facility.
The following information was obtained verbally from the facility representatives.
Process Description: SABIC receives acrylonitrile in rail tank cars and stores them in the railyard outside the fence line until they are moved to the unloading rack. SABIC unloads acrylonitrile into one of two 500,000-gallon tanks with a fixed roof with internal floating roof. The maximum weight of acrylonitrile in each is 3.36 million pounds. SABIC receives 1,3-butadiene in river barges and unloads it into one of two spheres. The east sphere has a volume of 634,000 gallons. The maximum weight of 1,3-butadiene in the east sphere is 3.33 million pounds. The west sphere has a volume of 432,000 gallons. The maximum weight of 1,3-butadiene in the west sphere is 2.27 million pounds. SABIC transfers each chemical in separate pipe racks to the various reactors. SABIC has additional equipment to remove the inhibitor from 1,3-butadiene.
Staff Interview: The staff interview used the RMP Program Level 3 Process Checklist as an outline and focused on questions A10-12, B1-35, Section D, Section E, Section G, and H2. Some of the SABIC representatives were not available on the day of the inspection. Consequently, on July 24, 2023, the inspectors focused on seeing the receiving and process equipment. EPA and SABIC representatives met on August 25, 2023, for a follow up discussion.
TOUR INFORMATION
