The facility is located outside Dover, Pope County, Arkansas from Highway 7 N, then left on Highway 333, then right onto County Road 143, then right onto a gas lease road at 35.420029, -93.185920. Zac Watson, HSE Coordinator with Flywheel Energy Production, LLC, was present at the time of the inspection. Amy Huneycutt, Inspector Supervisor for the Arkansas Division of Environmental Quality - Office of Water Quality - Compliance Branch, was present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. FACILITY DESCRIPTION EPA conducted an inspection on the Flywheel Energy Production, LLC / Bewley #2 SWD Tank Battery, which contained two (2) tank batteries, ten (10) storage tanks for produced water, one (1) unloading containment area, and one (1) Class II saltwater disposal (SWD) injection well. The facility has been inactive for at least five (5) years. Map 1. For additional GPS location and photo metadata, see Appendix 1. I observed the piping and the pump for the SWD injection well, see Photos No. 4 and No. 5. I observed the subsurface, concrete unloading area for tanker trucks, see Photos No. 6 and No. 7. I observed the front, back, and sides of one secondary containment structure with four (4) fiberglass storage tanks inside containment, see Photos No. 8 through No. 10. I observed the front, back, and sides of one secondary containment structure with six (6) fiberglass storage tanks inside containment, see Photos No. 11 through No. 14. Section III - AREAS OF CONCERN A closing conference was held with Mr. Zac Watson, HSE Coordinator, for Flywheel Energy Production, LLC. There were no areas of concern at the time of the inspection. EPA requested that Flywheel Energy Production, LLC confirm with ADEQ - Office of Water Quality - Permits Branch regarding any requirements for Industrial Stormwater General Permit (IGP) coverage. On 01/22/2025, Mr. Watson forwarded an email from ADEQ that determined that the Flywheel Energy Production, LLC / Bewley #2 SWD Tank Battery did not require an IGP.
