Those present are listed above. The background relating to the Board decision to create the Issues Management Committee was conveyed by Bob Burnett, together with the organizational set-up and the actual members and what they represent. It was explained that the chairs of the standing committees, and on a transitional basis, those pro-active groups being phased out, constitute the main core of the group, plus 4 functional skills are represented in government affairs, communications, marketing and technical. In addition, there is staff support from Keller and Heckman and Edward Howard and Company and staff support from Bob Burnett. The key issues currently facing the Vinyl Institute were then covered by Fred Krause and shown in the attached slide. Following this explanation, the floor was open to add new items and several were suggested as follows: The Vinyl Institute, A Division or The Society of the Plastics Industry, Inc. We will be careful to observe this difference. It was also mentioned in discussion that it is important to work toward coalition building and to emphasize communications both internally and externally. It was further suggested by Rick Smith that we begin to look for offensive opportunities, as it is apparent that the list of issues considered is in a defensive mode. Others also suggested that we consider a campaign, perhaps legal, against Greenpeace that would have financial implications for the environmental groups and be very aggressive, using data from CANTOX and the Charles River Associates study. It was also considered desirable by the group when it is fully organized, to review the Vinyl Institute charter, mission and vision statements and see if it is still on target. Any changes would come before the Board for policy review and approval. It was also decided to activate the legislative task force that was organized last fall in response to the International Joint Commission report. This will be coordinated by Debbie Neale with support from government affairs experts and lobbyists already on tap. It was decided that the next full meeting of the Issues Management Committee will be held at the SPI offices in Washington, D.C. on Tuesday, June 22nd from 11:00 a.m. to 4:00 p.m. Respectfully submitted.
