II rappellera demain. From: teneo.com> Sent: Monday, 3 July 2023 08:36 To: Subject: F-Gas Trialogues - unintended consequences of some of the proposals Dear I'm contacting you on behalf of our client Honeywell. Honeywell has as an organization, with operations and customers across Europe and around 20,000 direct employees, been closely following the co-legislative process on the revision of the F-Gas Regulation. As a producer of F-Gases, such as HFCs and HFOs for use in a wide range of its European customers' applications, it has been important for Honeywell to understand the potential consequences of the revision and provide reactions and insights to those who have been interested in the technical elements of those proposals. Honeywell has always supported the F-Gas Regulation. Indeed, it supports the objectives of its current revision, and consider it as essential to help the EU achieve a decarbonized future. We are also well aware that those negotiating on the file within the EU's Permanent Representations have the technical expertise and industry connectivity to adequately consider the consequences of legislative proposals once implemented. As with any regulation, its real-life implementation is bound by practical as well as timebased considerations or, in other words, the hows and whens of implementation. For Honeywell, it is critical that it can communicate to EU policymakers as well as to its customers the strong imperative to phase down the use of HFCs in a timely and managed manner. That said, Honeywell is also adamant that Hydrofluoroolefins (HFO) with a low global-warming-potential (GWP) products are essential in helping the EU achieve its ambitious climate goals and energy security. Honeywell's HFOs and blends are safe in their intended use and more energy efficient compared to alternative industrial refrigerants. HFO systems are readily available now and do not require investment to redesign the entire system. HFOs are thoroughly studied and already incorporate controls around training, leak reduction and reporting. I have attached a presentation which provides a detailed study of the application of HFOs and the unintended consequences of their restriction in France. I also added a short line-by-line analysis on why the position on annex IV F-gas bans by the European Parliament, as recently put forward in their position paper, are wholly unrealistic and could hurt the EU ambition on decarbonization and on the RePowerEU heat pump rollout. I will leave you to review this at your leisure. That said, we would also like to offer a call where we could further context on this deck and on the proposals currently under discussion in the trialogue process.
