MEMORANDUM OF CONVERSATION Telephone Conversation: Ellen Shapiro (WVAPCC) to J. R. Soice August 7, 1981, 1:40 p.ra. 1. Ellen was returning J. L. Worstell's call. 2. I told Ellen that we had made a report to the "Superfund" Hotline concerning the loss of 4.6 pounds of vinyl chloride from the Solution Vinyls Unit. The loss had occurred be tween 3:15 and 4:00 p.m. on August 6. 3. I told Ellen that the storm on August 5 had blown over some duct work. We were doing maintenance on the duct when a small vent line was broken. 4. I explained that our call was of a courtesy nature since I did not think there was a State requirement for reporting such a loss. 5. Ellen thanked me for the call.
