Bill Broddle, Carl Kerfoot, and Joe Ledvina in attendance. Minutes and action items from the meeting are below. A meeting agenda is attached. 1. Action items from the January 24 meeting were discussed. All of the items, except the action on Chemicals' products without TLVs, have been completed. These actions are recorded and distributed to the committee. 2. Bill Broddle discussed testing results received since the last meeting. A draft summary table is attached. This will be amended as needed in" the near future. Tom Grumbles will see that these results are conveyed to the appropriate business area. Bill Broddle raised the issue of us having no data on 1012-40 and 1214 GC-30. When MSDSs were prepared for these products, testing data for similar materials was used with the proper "representative" statements. After reviewing this again, it was decided no testing would be needed. 3. The only testing we currently have underway is the additional oral toxicity work being done on 550-L and 600-L sulfonates. 4. The llth-ITC Report list of candidate chemicals was reviewed in light of Conoco's continuing obligation to report applicable studies under TSCA 8(d). This review did not indicate any applicable studies on the 1isted chemicals. 1-3 Pentadiene, which appeared on the 10th list, has been deferred by ITC. This decision was based on two factors: 1) the chemicals volatitity, and subsequent non-persistence; 2) most processing is in closed systems, precluding significant worker exposure. 5- A change in the method of using existing data from the agencies files was reviewed. It appears that companies wishing to use existing data for pesticide registration need not negotiate reimbursement with the originating company. Re-registration ALFOL 8 and ALFOL 810 was discussed. Bi11 Groves wl11 review the regs to determine when and if this is necessary. 6. The resluts of the additional testing done on ALFONIC 1412-70 were reviewed. Bill Broddle summarized these results in a February 24 memo to TGG, which was also copied to the committee. VEV-275107 * f\ Distribution Page 2 April 22, 1983 In review, the initial results for oral and inhalation testing on this product indicated that it may be relatively more toxic than other similar materials. Based on the results of the retesting, considering the inherent variability of acute testing, and the "real world" exposure potentials, it is Bill's opinion that this product poses no unusual or significantly different toxic hazard than other similar materials. 7. A summary disucssion was held concerning the utility and practicability of inhalation testing for very low vapor pressure chemicals, (i.e., ALFONICS, n-parafflns, etc.) Bill Broddle's memo of 2/3/83 also deals with this issue. In general, it is not practical to do inhalation testing on particular chemicals products (t.e., ALFONICS) for the following reasons: 1. Difficulties in achieving the regulatory threshold concentrations (i.e. 2 mg/1). 2. Validity of test in terms of actual exposure (vapor vs. mist). 3. Exposure potential for forseeable uses of the products. 4. Other producers of these products do not do similar testing. In order to assure the chemicals to be tested are properly chosen Bill Broddie will develop guidelines to be used. Carl Kerfoot will obtain physical data on the products as needed. Our testing contractor has indicated the capability to run a pilot concentration test on any product that is suspect. If a threshold concentration cannot be reached, we will be contacted as to whether to continue the study or not. This procedure will be a part of the final policy. 8. Current regulatory and company actions concerning ethylene oxide were reviewed. OSHA is expected to publish an NPR the last part of April (this did appear on V21) with a 1.0 ppm E0 exposure level. The industry is still negotiating with EPA on a TSCA section Ma) testing protocol. The major company concern is the potential customer reaction to residual E0 levels in ethoxylates. These levels are typically below 1.0 ppm in the liquid of In-plant produced product. Based on our knowledge and plant measurements, this level would not present a significant exposure potential or customer hazard during normal handling procedures. 9. Borg-Warner has requested a full study reoort for testing we have done on 2-3-6 TMP. The request and study were reviewed. The committee approved this action and Tom Grumbles will transmit the study with the cover letter as approved. , VEV-27S10B Distribution Page 3 April 22, 1983 > 10. Skin irritation testing for surfactants and ALFOLS was discussed jn terms of regulatory testing guidelines. The FHSA and CPSC specify a 24-hour exposure period. THe EPA, DOT, and OECD specify a 4-hour exposure period. Based on the potential exposures and the need for DOT classification it would seem most effecient to do 4-hour testing as a general rule. Bill Broddle will check with other producers to determine what type of testing they do. Based on this additional information and the apparent benefits, we will then decide whether or not to go to 4-hour testing. 11. Bill Broddle brought the committee up-to-date on new Information on Benzene. There are several toxicology studies approaching completion and a new risk assessment paper. Basically, it appears OSHA may have the data it needs to meet the Supreme Court mandate of lowering the standard. Last week OSHA announced its intention to publish an ANPRM on benzene in May. An update Bill Broddle presented to the DuPont AEL committee will be included in the file. 12. Proctor and Gamble had requested aquatic toxicity data on the NALKYLEHE5. After a search of our files and applicable literature, no significant data was found. 13. An article describing a carcinogenic bioassay on EthoxyI ated Dodecyl Alcohol (40% and 60%) was Dresented by Bill Broddle and is attached. The test results were negative. | --------------Thomas G.
