Dept. cc: List Attached DATE 02/08/83 reference no GI-011-83 1983 INDUSTRIAL HYGIENE SAMPLING PROGRAM The attached industrial hygiene sampling program is submitted for 1983. It has been prepared with detailed input from the Celanese Chemical Company Laboratory (C. Gary) and reviewed by F. R. Dow. Evaluation of current formaldehyde levels will receive high priority during the first quarter of 1983 as part of the Formaldehyde - Phase I Reduction Program. As you see# emphasis is being placed on improving the sampling program by sampling: a) Throughout the year rather than short intervals over a month or so. b) Identifying the highest exposure group ineach unit (zone) and monitoring those employees first to determine the extent of monitoring required for other job classes. The above sampling approach is required to obtain a better estimate of employee exposures during the year# to take environmental variables into account (change in wind directions, temperature) and to eliminate the sampling bias inherent in block sampling. Celanese has been actively participating in a number of health studies in the hope of influencing health standards developed by governmental agencies. We have already completed a Bishop Mortality Study and are presently involved in working with the National Cancer Institute in a nation-wide study to evaluate the health effects of formaldehyde. Our employee exposure data, in conjunction with employee medical data and zone-tracking data will enable Celanese to be effective in influencing regulatory agencies who promulgate standards on chemicals that we use. The objective of our sampling program then is: 1 . To protect the health of our employees by identifying and controlling chemical exposures. 2. Limit the liability of the Corporation to future liability and workmen's compensation claims. 3. To develop an adequate employee exposure aata base to allow the Corporation to conduct meaningful short and long term health studies. 4. This is an upper limit and may be reduced by sampling first the highest exposure group in each tone and adjusting the number of samples for other job classes based on what is found in the high exposure qroup. Based on that, it appears that between 490 and 800 samples will be a goal for 1983. The upper sample number is based on collecting two samples per chemical job class for each quarter. Table 1 lists the approximate number of samples to be collected for each chemical of concern. Both Chemical and plastics plans were inspected with no problems found. There were several bits of information which the Air Board requested and I will mall these when gathered.
