Z0 05 2 2 f3:39- 77,2,2 February 7, 1969 TO: SHIPYARD MEMBERS AND SAFETY COMMITTEE SUBJECT: Walsh-Healey Act, Revised Health and Safety Standards You will recall that the Safety Committee of the Council met in November and agreed on views that would be submit~ ted to the Department of Labor on Revised Health and Safety Standards for Federal Supply Contracts uncle~ the Walsh-Healey Public Contracts Act. The statement of th~ Council subsequently made available to the Bureau of Labor Standards dealt principally with occupational noise exposure limitations proposed to the Bureau; radiation exposure; exposure to harmful gases; vapor fumes; dusts and mists; materials handling; safety guards on machines; compressed gases and several of- the consensus standards-incorporated by reference such as those on welding, traffic, safety, etc. The day before the Johnson Administration left office Labor S,ecretary Willard Wirtz approved revised Walsh-Healey Safety and Health Standards which made a number of changes in the previous draft and included some new material. The full text of the Department of Labor press release with a print of the revised regulations as published in the FEDERAL REGISTER is attached. We understand the consensus of the Safety Committee to be that a letter objecting to certain of the new material incorporated in this revision should be filed with newly appointed PLAINTIFF'S EXHIBIT SBCA 5028 r._ 3 -2- \._; Labor Secretary George Shultz before the effective date of the revised regulations, February 17, 196 9. Such a letter has been drafted for review and comment by the members of the Council's . Safety Conun.ittee, and will go to the Secretary in due course. As a matter of information there is also attached copies of letters from the NAM and MAPI to Secretary Shultz asking -that the regulations not become effective on February 17.
