D. Weaver It is estimated that the following list of appropriations will be requred to have Ragland Plant comply with all State and Federal regulation. Closed Water System - This will be on the 1977 Capital Expenditure List, estimated at $650,000. Land Fill - Investigations are now going on to see if the residue from the Cement Plant can be used to cover Asbestos waste in the current dump area. The dump is on leased land and all details, as to the lease, are being investigated, also. There are several details not known at this time and if we are able to procure a used bulldozer from another ASARCO Mine or Plant location the cost will be reduced substantially (as compared to Van Buren Plant). Assuming the details of the lease are in order and that we can utilize the Cement waste as a cover, we can estimate that an expenditure of $25,000.00 in 1977, may cover this item. Eliminate Moisture Fumes - in the mixing area. An appropriation has been submitted covering the live bottom bin and screw conveyor to replace the existing disc feeder and open conveyor belt. If approved, this expenditure will be completed in 1976. The second phase is to provide dust tight weigh scale hoppers of a new design and this equipment is estimated at $28,000.00, and would be on the 1977 Capital Expenditure List. Safety Appropriation - It is estimated that Ragland Plant will require approximately the same funds as Van Buren to complete safety items as listed on Van Buren appropriation #CA203, at $25,000. The Prototype will be installed at Van Buren and if found to be satisfactory, duplicate equipment (modified to suit space requirements) will be installed at Ragland. Estimated amount to complete - $20,000. These are Environmental items requested on 1976 appropriation, presently being review, but it is estimated that completion of the above will place Ragland Plant in a position to meet all State and Federal Environmental and Safety requirements.
