Scales Publication of Results of Detroit Work on Lead in Exhaust of Automobiles Hew Doric Detroit September 26, i9.:-5 Dear Bynum: In view of Bob Kehoe's memorandum of September 19 to Herb Savage, on the subject of the publication of the results of Detroit's work on lead in the exhaust of automobiles, we :ot together hare ana once again discussed how we might approach the problem of establish ing priority on the work that Ellis Hifkin has cone in connection with the 4 ml program. It appeared to us that probably the best plan would, be for Ellis to finish his report on hi3 work, which as you know he was doing anyway in anticipation of publication, and make the report available for distribution to interested parties in the petroleum industry. '.Ye believe this would be a good subject Dvr forthcoming joint technical conferences with major customers ana, in addition, would be a report which could be distributed to and discussed with technical people in other customer companies by the Hover Boys and others. It is our feeling that offering this report as a paper to either the SAB or the API would end up in it being considered as a subject that should be in cluded in discussions of air pollution.- As I mentioned in my memo randum of July 27 to Mr. Shea on this subject, in is our feeling that such publication would be undesirable because of the distinct possibility of the lay press publishing partial facts from which erroneous conclusio could be drawn. Since there was evidently quite a bit of misunderstanding among Bob Kehoe, Jim Boudreau, and myself on this subject previously, I called Bob this lnorning who stated that the procedure I suggested above was satisfactory so far as he was concerned. He would like to reserve his opinion as to what the next step should be until a later date. I would therefore like to suggest that we obtain concurrence to distribute 0013125 Ivlr. B. B.
