On March 4, 1976 the New York Times published an article titled, "Agency Assailed by Ford Defers New Safety Rules Till After Election". This article indicated that the permissible exposure to airborne concentrations of asbestos fibers, which was to be reduced to two fibers longer than five micrometers per cubic centimeter of air from five fibers on July 1, 1976, had been moved to a new effective date of February, 1977.
I have checked this change with the Regional office of OSHA in Atlanta. Mr. C. M. Brown, Associate Assistant Regional Director, in turn checked with the Washington office and reported that this article was false. The change to the 8-hour time-weighted average airborne concentrations of two fibers will still become effective on July 1, 1976.
From the latest dust monitoring done at each of our joint system opera tions, it appears we are in excellent shape to comply with the new standards.

Although our plants may comply with the two fiber ruling we have no assurance that the applicators will be able to live with a product containing asbestos fiber after July 1st. Several have indicated to me that they cannot.
We may find ourselves, depending on how rigid OSHA becomes, meeting applicable standards at our plants but unable to move the product into the marketplace. In my opinion this will not happen unless OSHA cracks down hard on the applicators, but we should recognize the pos sibility does exist.
I feel we should have a product, ready to market by July 1st, at all plants. I would welcome any input from those copied.

On May 17 the Milford Plant was sampled for celling limits of asbestos
fibers. Normal production was underway. The sample taken at the dry
mix area was during one dump cycle. Their regular dry mix man was not
present, so
was taking his place.
According to plant personnel, a new dust collecting system was in operation.
