Dear Oscar; In accordance with my promise of some weeks ago I 'cave reviewed the circular letter dated July 2s, concerning the activities of safety engineers in relation to can shipment of Ethyl Fluid, and especial!;/ shipments made by the Detroit Laboratory or authorised by chem. a I consider that the circular letter is probably satisfactory for present purposes. Certainly at the moment there is no occasion for recalling it or modifying it. On the other hand, I am not quite sure that all of the Detroit executives follow the same procedure. Therefore, I am taking this up through Cal, and if necessary will take it up with M r . Bartholomew and others. Just in order that there may be no mistake as to the policies recommended by Dr. Calingaert and approved by him, (I have no statement that would Indicate that any action had been taken on this subject officially in the New York office), I am sending you as an attachment, a copy of Dr. Calingaert*s memorandum of March 12, 194^ to Mr. Kaley.
