C, , April U,. 1963 Members of the Committee met with F, H, A* officials for the purpose of obtaining information relative to F, H, A, *s test program being carried on at Southwest Research Institute, ROCK Sc SLAG SECTION COMMITTEE MEETING New York, N, Y, April 30, 1963 The Committee met for the-purpose of discussing several changes to Military Specification MIL-C-002861B (SHIPS) that were deemed detrimental to the industry, ECONOMIC THICKNESS COMMITTEE (LOW TEMPERATURE STUDY) New York, N, Y, May 28, 1963 The Committee met and discussed the low temperature study that has been completed by West Virginia University, It was concluded that the Manual was not useful in its present form. The T & R Committee is to review the Manual and recommend disposition at their next scheduled meeting. Performance Characteristics of Thermal Insulating Materials (Land Agencies) ASHRAE MEETING, MAD ISON, WI5CONSIS June 23, 24, 25, 1963 Technical Committee T,C, -2,4 met and discussed changes to chapters 22 -St 23 in the ASHRAE GUIDE, Messrs, Ernst, Ritchie and Barnhart were responsible for changes to Table 21 pertaining to industrial thermal insula tion, The proposed changes were reviewed by the NIMA T Sc R Committee prior to submittal to ASHRAE, DUCT SYSTEMS COMMITTEE MEETING New York, N, Y,, July 9, 1963 The Committee met for the purpose of establishing a fire test method for evaluating duct systems, GLASS SECTION MEETING New York, N, Y, July 10, 1963 The Special Committee met for the purpose of discussing fibrous glass in New York State Specifications, NEW YORK STATE DEPARTMENT OF PUBLIC WORKS Albany, N, Y,, July 15, 1963 The New York State Architect was visited for the purpose of protesting the exclusion of fibrous glass products for use in temperature ranges below ambient from the standard specifications. 5 TECHNICAL, &t RESEARCH COMMITTEE (contW.) NEW YORK STATE INSULATING CONTRACTORS ASSOCIATION Syracuse, N, Y, July 23, 1963 The President of the NYSICA was visited to ascertain the position of the Association with respect to the State's exclusion of fibrous glass products for use in temperature ranges below ambient from the Standard Specifications. GLASS SECTION MEETING - New York, N. Y, August 21, 1963 The Section met with the NYSICA for the purpose of seeking their support in opposing the exclusion of fibrous glass products from the State's Standard Specifications for use in temperature ranges below ambient. GENERAL SERVICES ADMINISTRATION Washington, D, C., September 4, 1963 The GSA offices were visited for the purpose of reviewing the initial draft of two specifications (Insulation, Thermal, Mineral Fiber for Low Tempera tures and Insulation, Thermal, Mineral Fiber for Elevated Temperatures) prior to their promulgation as an interim specification. These specifications were initially drafted by the Rock Sc Slag Section and Glass Section of the T Sc R Committee. NYSDPW, Albany, N, Y., September 11, 1963 The Glass Section and the officers of the NYSICA met with the State Architect, NYSDPW, to protest the exclusion of fibrous glass products from the State's Standard Specifications for use in temperature ranges below ambient. Proposed Specifications for Mineral Fiber Preformed Pipe Insulation* 2. Specification for Mineral Fiber Block or Board Thermal Insulation for Elevated Temperatures* 3. Proposed Specification for Calcium Silicate Block and Pipe Thermal Insulation 4. Proposed Specifications for Mineral Fiber Thermal Insulating Cement and Mineral Fiber Hydraulic Setting Thermal Insulating and Finishing Cement. 5. Proposed Specifications for Mineral Fiber Blanket and Felt Insulation (Industrial Type). 6. Proposed Specifications for Mineral-Fiber Blanket Insulation and Blanket-Type Pipe Insulation (Metal-Mesh Covered) (Industrial Type), The Minut es of the various Committee Meetings have been circulated and will form part of this report. The Board of Directors asks the T & R Committee to again take up the question of standard facings and jackets, including performance standards for these items. Further, the Glass Section is requested to study the technical practicability of the elimination of 1/2 pcf blanket material and 1/2M and/or 3/4" thick pipe insulation Mr. Barnhart reported that the T k R Committee recommends to the Board of Directors that the Economic Thickness Cold Study be modified to include condensation data and be made available in some form to engineers, archi tects, educational institutions, etc. After due consideration, it was decided that the Manual should not be published. ROCK h SLAG SECTION REPORT Mr, K, M, Ritchie reported as follows: z Activities specifically concerning Rock and Slag wool products are those on insulating cements, blanket and felt insulations, blocks and boards, and the various ASTM, Federal, Military and Departmental specifications applicable. On cements, the General Services^Administration has had prepared and cir culated a draft of a revision of HH-I-500a "Insulating Cements, Thermal", This draft covers not only the familiar mineral wool cements, but also 85% Magnesia, Asbestos, Vermiculite, and Diatomaceous Earth types. The physical requirements are listed only by reference to the corresponding ASTM specifications, A protest was lodged against this form of a specification, which can be altered by any change in one of the six ASTM Specifications without notice to the Federal agencies, but this has been rejected though no final action is yet apparent. Two revisions of MIL-C-2861 were issued within the past year, the latest being an interim revision only. Neither appears satisfactory to the Technical Committee and changes have been recommended. The most recent one. makes no reference to mineral fiber, either by title, or by composition, and has omitted the prior qualification or brand approval requirement. Since this opens bidding to brokers and others who are not manufacturers or representatives, it was considered important that the qualification be re instated and such recommendation has been made through the Executive Secretary, The Government agency responsible was not represented at therecent ASTM meeting, but this matter will be discussed at the next Govern ment meeting in Washington, Two comprehensive Federal Specifications for mineral fiber insolations, one for low temperature, and one for high temperature, were prepared last year and submitted to GSA to replace a number of existing Federal Specifications, It has just been learned that these have been assigned interim numbers and will be issued shortly, Mr, Barnhart was advised that some changes were made in format; examination and criticism will be made when the GSA versions are available. We wish to report that much of the specification work on blanket and felt insulation has been carried on in conjunction with the Glass Section and several standards have been prepared jointly, where it seemed appropriate. This has been helpful in clarifying and emphasizing likenesses and dis similarities of glass products on the one hand, and rock and slag products on the other. GLASS SECTION REPORT 9 In Chairman W, Gubar's adsence, Mr. J.
