Rucker ADDRESS Houston Plant svaTRcr Minutes of Preliminary Closing Conference (OSHA) date November 17, 1976 The OSHA preliminary closing conference was held on November 16, 1976, at Ethyl.1 s Pasadena Plant. Those in attendence were: /Dr. J. G. Burdick - Corporate Medical Director C. B. Hunt - ' - - Plant Mauager Dr. W. S. Irving - OSHA Investigator Bob Mack - - - Safety Supervisor Bob Maeser - - - Administrative Superintendent Jim Rogers - - - TEL Area Superintendent Travis Rucker - - Hygiene & Toxicology Dept. Various observations that were made on the November 5 investigation were brought to our attention. These observations and comments were as follows: 1. Eye Mash Fountains - Ethyl was advised by OSHA that the gate valves (screw type) presently being used on eye wash fountains in our 1EL facilities are inadequate. OSHA suggested that a quick opening -- one way valve would be acceptable. Although we have a safety shower located at each eye wash station, a quick release valve on eye fountains is still needed. 2. Asbestos - It was called to our attention that the asbestos wrapped around the product feed line running from the melt pot in the furnace area to the alloy section was a direct violation. Thi.s asbestos was torn and exposed to the environment. We were advised that the asbestos should be wrapped to prevent any particulate inhalation. The investigator was then informed that those product lines have already been wrapped by our Maintenance Department. 3. .Safety Harness - On November 5, during an inspection of Ethyl's blender facilities, a pipefitter was noticed working approximately 35 ft. above ground level on a TEL product line. The employee was- not equipped with a safety harness of any type. Ethyl was notified that a safety harness of some type must be mandatory on all employees working at this height. Although a harness was supplied minutes after violation occurred it was felt by OSHA that the rope attached to it was too long. ETH 002308 Nr. C. B. lh:nt -2- Novcmher 17, 1976 4. Acetylene Oxygen Bottles - It was also noted tliat all compress gas bottles, excluding those with regulators, must have their screw tops on when not in use. Some were noticed during the November 5 investigation. OSHA was again notified that these bottles have been taken care of. 5. Noise Results - OSIIA sampled 5 employees, 4 in the furnace area and 1 in the blendfer area. A Du Pont noise dosimeter was also used by the Hygienists. Those results are as follows: A furnace operator B-2 furnace operator B-l furnace operator Breaker man A' & B furnace Blender operator (per cent read out) (equivalent dBA) 181% 94 dBA 63% 86 dBA 103% 90.2 dBA 85% 89 dBA . 46% 84 dBA To reinforce these readings, several spot sound level measurements were also taken at the location of each employee. An air hammer operation being performed outside A & B furnace could be an attributing factor in the result of A furnace operator. The final closing conference is to be held in approximately 3 to 4 weeks. OSHA expects that by this time they will have analytical data from lead monitoring performed on November 2. It was recommended by OSHA, with reference to the closing conference, that they meet with both management 3nd union personnel separately. However, if management decided to meet as one total group, it would also be acceptable. OSHA held separate meetings with a union representative, Thurman. ETH 002309
