Several of our regulations are not carried out at this mixing plant and were pointed out to Lt. Kinnard, Assistant Storehouse Keeper. T. W. MacKenzie, Storehouse Keeper, was on leave at this time. One man carries out the mixing and uses only a pair of gloves in doing the work. Boots, clean clothing, and respirators are not available. There is sufficient water available for flush ing, washing, etc., but the nearest hot water and shower is about 500 years distance. Twenty-eight thousand cc drums are used entirely. They have figured out that a little less than 10,000 gals, will give a 3 cc mix, and use an entire drum at a time. One third of the quantity of straight gasoline is added to that already mixed, bring ing the final. lead content down to 2 cc per gal. Drums of fluid are kept in an adjacent storehouse which is locked only when no one is around. The pump used in connection with the mixing is locked at all times. When actually mixing, the drum is in the open on a concrete drive. The eductor extends through the wall and by means of swivels is dropped into the drum. There is no enclosed platform and anyone may stand around while the mix is b e ing made. These points were brought to Lt. Kinnard's attention but he seems to think matters are well enough as they are. Their own health officers are probably satisfied, so our regulations evident ly do not carry much force. If you know definitely that our regu lations are enforceable here notify me and 1 will take the matter up with the higher authorities."
