While analyticamlethods have improved overtime,largevariabilisttyilelxistsforcertainmatrices and compounds, so dataavailablfeorthisreportismostlyofa qualitativneature.Although limited monitoringdataexistsm,ost emissionand waste estimatesarebased upon processmodels and engineeringcalculationsE.ngineeringcalculationhso,wever,have limitationwsith respectto fluorochemicalbsecausefluorochemicalosseswere not alwaysincludedintheanalysisof each intermediatsetep.
The accuracyofthe emissionsdatasubmittedvariesdue to severalfactors.Batch process systems
are difficultto measure due to quickly changing process conditions,venting pressuresand difficulty in isolatingprocessesto take measurements. Additionally,the unique characteristicosf these compounds cause them to behave differentlyfrom conventionalcompounds, and physicalchemical data propertiesarenot availableforallintermediatereactionsteps.
Production of perfluorooctanoylcompounds began in Decatur in 1999. In prioryears Decatur's emissions resultfrom byproduct formation.
A. ON-SITE AIR RELEASES
ALL PLANTS -Fugitiveemissionsmay occur from vacuum charging from drums, sampling from reactors,drumming of product/intermediatef,lakingmonomer, drying operations. Materialsmay be handled in a molten or solidstate;vapors areproduced from molten material.
IndustrialHygiene monitoring has been conducted forsome compounds. Some minor amounts of these compounds have been detectedas fugitiveemissions during industrial hygiene exposure testing.

In thisform the materialisentrainableas an airbornedust. Itis alsohygroscopic. The powder may be shipped as a product or dissolvedin water. Drumming powder, transferrinpgowder from one containerto another,and dissolvingpowder in water representsignificanitnhalationand dermal exposure tasks.Handling thematerialdissolvedin water presentsmainly dermal exposure potential.Maintenance activitie(se.g.,changing flange,hose,pipe,valve,filter, pump or sightglass)provide additionalopportunityformainly dermal exposure.
