A renewal of registration of the Houston Medical X-Ray facility and the Security Screening System has been received from the Texas Division of Radiation Control. We are in the process of preparing sections of the Texas Radiation Regulations for use by those Houston facilities in defining the conditions of the registration. A meeting of the R&D Radiation Safety Committee held June 7, 1985 was attended. Among a number of items discussed, a proposed tracer project at the Du Pont Pontchartrain Chemical Plant was approved by the committee members. A summary of OSHA 1910.1000, Air Contaminants has been completed for inclu sion with the "Summary of OSHA Standards." This has appropriately been distributed as a revision of the original document. Copies have been made of meetings and business relative to past Toxicity Advisory Committees. These have been placed in a separate file and indexed as to various areas of interest such as history, memberships, organization and chemical-material subject matter. This should be of great help for future reference. A Radiological Health Physics Manual and Guide for Radioisotope Licensing has been finished, printed and distributed. A summary of a radiation survey and the operating condition of control mechanism on radioactive source holders used in the Lake Charles Refinery manufacturing areas has been received. Work is continuing on the MSDS project with the latest effort being given to a group of products having a fairly wide variety of characteristics which demand close study. A Radiation Safety Audit of R&D programs is being planned. The purpose is to establish a community right-to-know of the risks associated with hazardous substances to which they may be exposed and to protect the rights of individuals exposed to hazardous substances. A review has been made of an NRC proposed regulation dealing with radiation safety requirements for well-logging operations. A renewed, amended Radioactive Material License has been received for the Lake Charles Refinery. Since Mr. Bill Lukens, RSO, previously listed on the license, will be transferring to Denver, we have indicated our willingness to train a replacement as Radiation Safety Officer. An application for Renewal of Registration of the Houston Medical X-ray facility and the Security Screening System with the state of Texas has been made. A review has been made of Louisiana State Senate Bill No. 273, "Hazardous Material Information Development; Emergency Preparedness," and H.B. 1388, "Hazardous Materials; Worker and Community Right-to-Know." Aid has been given to Conoco Pipeline, Houston, relative to cursory inquiry as to contractor procedures for removal, handling, and disposal of asbestos insulation. These covered (1) roping off, (2) wetting down, (3) bagging, (4) labelling, and (5) disposal by way of approved land fill. A radioactive source used in a Texas Instruments Metal Analyzer has been transferred from Ponca City Maintenance Engineering to Denver. Work on the MSDS project is progressing with primary information being transferred to worksheets and reviews being made on sheets ready for recir culation. Steffey Date April 24, 1985 Subject INDUSTRIAL HYGIENE - HEALTH PHYSICS ACTIVITIES: APRIL 1985 A Radiation Safety Committee meeting was attended on March 28, 1985. A total of ten persons were present with six members meeting to consider various aspects of the R&D radioisotopes use program. Since Jim Scott and I will be leaving the committee due to ERO, new members will be needed to fill these vacancies. Three are suggested: (1) a PRD respresentative, (2) a Medical/Corporate Safety person, and (3) an environmentally trained R&D member. A final review of the ''Guideline for Control of Asbestos Exposure" has been made, and the document is being printed in final form. A final review of a "Summary of OSHA Standards" has been finished, and a distribution to Medical professionals and others, as requested, will be made. Work is being done on the final draft of a "Health Physics Manual." This should be finished later in May. A summary of H.R. 965 entitled "Community Right-to-Know" is being written. Since this is somewhat detailed, time is needed to lift out the important areas which may effect our industry. An application for the renewal of the Lake Charles Refinery radioactive material license has been made. Since we presented detailed information in our last renewal application, a letter to the Louisiana Regulatory Offices was all that needed to be presented this time. These licenses are renewed every four years. Inquiries have been made to the Regional U.S. NRC offices in Dallas regard ing the status of an application for renewal of a radioactive material license for the Billings Refinery. We were advised by phone that the application was held on docket and would receive action in the near future. My concern was due to the fact that the original application for renewal had been submitted in September 1984. A copy of a Colorado State Radioactive Material License for the Denver Refinery has been received. This will allow for the shipment of a device to be used as a metal analyzer in the Denver plant. This is for the addition of three sources of Cesium-137 which will be supplied by a differ ent manufacturer than those already listed on the existing license. Radioactive material leak tests have been received from the Ponca City Refinery, Billings Refinery, and Chocolate Bayou. All tests have been separated, checked for accuracy of information, and submitted to R&D Radio chemistry for analysis. A hearing for the purpose of describing a Proposed State of Oklahoma Hazard Communication Standard was attended the latter part of February. This meeting, held in Oklahoma City, covered a proposed standard meant to apply to state government employees. Results of research, which has been done for the purpose of clearly defining low-background radiation on video display terminals, has been summarized. Distribution of the summary has been made to Medical Division professional personnel for the purpose of answering questions concerning the emission of radiation by VDT equipment. The "Guide for Licensing of Radioisotopes Use" has been reviewed and cor rected as a first draft and is now being typed in second draft form. It is hoped that this can be finished and finalized for distribution soon. Activities have been in progress throughout the MSDS project. The Colorado State Health Department has been furnished additional informa tion relative to an application for a radioactive material license for the Denver Refinery. Work, has continued on review of MSDS worksheets. Information which has recently beer, received from various review areas is now being placed on sheets for combining such data. A report has been written to Wayne Kewley summarizing results of an Indus trial Hygiene inspection of health clubs being used by the New Orleans Production personnel. Information relative to the standard quality of "breathing air" has been furnished to H. W. Glamann, Houston. Brian Durkson, Maintenance Engineering Department, has been provided infor mation relative to requirements for use of gamma density gauges on the No. 2 calciner at the Lake Charles Refinery. Some time was spent visiting with Mr. Bob Gibson, Haskell Laboratory, relative to Conoco Toxicology, Industrial Hygiene, and MSDS current efforts. Information has been furnished Mr. Bill Lukens, Lake Charles Refinery, relative to propane, butane, and ethane. Evaluation on a product, considered for use by the Egan Transportation Terminal for equipment cleaning, which contains phosphoric acid, hydrofluo ric acid, and butyl cellosolve has been made at the request of Lauri DeBrie, Houston. Recommendations for a substitute product have been made. The time-consuming task of summarizing OSHA Standards' requirements has been in progress. It is most difficult to reduce the details for these regula tions. Time has also been spent in MSDS reviews; however, we have found ourselves behind schedule due to other reviewers being late with work. An inspection of New Orleans Offshore Production facilities and health clubs used by Conoco employees in the area was made during the week of November 5, 1984. Radioactive material leak tests have been received from the Lake Charles Refinery. These have been checked for accuracy and submitted to the R&D Radiochemistry Laboratory for evaluation. ' A review has been made of the revised R&D Radiation Safety Procedures Guide. This revision has been necessary due to NRC restrictive licensing attitudes. A review has been made of group 5 MSDSs along with transfer of MSDS review information onto worksheets in preparation of the next distribution for review. Steffey, Ph.D. October 26, 1984 Subject INDUSTRIAL HYGIENE - HEALTH PHYSICS ACTIVITIES, OCTOBER 1984 A notice of additional licensing fees required by the U.S. Nuclear Regulato ry Commission for the Billings Refinery has been received. This has been brought to the attention of the Billings Refinery, and a cover letter to the NRC has been written. The Colorado State Department of Health has requested additional information relative to an application for a radioactive material license for the Denver Refinery. We are waiting for a response from the Denver Refinery regarding drawings of storage areas for the instrument in order for licensing to be completed. Detailed recommendations for packaging and shipment of radioactive sources to the original vendor have been made to the Lake Charles Refinery. By using these recommendations as guides and coordination of efforts with the vendor, we should be able to return these sources without any problems. Joel Raber, Kansas City, called regarding an employee of another oil company who suffered a grease gun injection injury to the hand while using Conoco Super-Sta grease. The person had received medical attention for drawing the product from the tissues. Joel requested information regarding use of washes or solvents for clearing material from tissue. The following was given from information in our files: 0 DO NOT use solvents, washes, or heat. 0 Wound should be left open or partially sutured for drainage Antibiotics 0 Tetanus immunization Dr. Hillyer's phone number was given for any possible Conoco Medical consul tation. Dr. Hillyer was advised of the details of the case. At the request of H. L. Brus, Dubai, safety data information was supplied on some 20 substances. In addition, a National Safety Council Data Sheet "Flammable and Combustible Liquids in Small Containers" and the Conoco Chemicals and Hazardous Materials Safety Guide were furnished along with the information sent out. Since some change of personnel listed on the license was needed, a complete application was presented to the NRC for extension of the license. On Monday, September 17, 1984, a meeting was attended at the Oklahoma State Department of Health relative to the Central Interstate Low-Level Radioac tive Waste Compact. This is the result of legislative action in 1983 which created the Central Interstate Low-Level Radioactive Waste Compact pursuant to a federal mandate that states join together to handle low-level radioac tive waste (LLW) generated within their borders. Kansas, Arkansas, Louisi ana, Nebraska, and Oklahoma are members of the Central States LLW Compact. Work has continued on transferring information to Conoco MSDS Worksheets and in reviewing and correcting worksheets which have passed through a first review by the respective departments. Leak test wipes have been received from Billings Refinery, Ponca City Refinery, and Chocolate Bayou Chemical Plant. These have been separated, classified, and sent to the Radiation Laboratory for analysis. A review of a report written by S. Mukherjee has been made. This covers a review of the hazards and health problems in handling chemicals and pesti cides by the BO&S Horticultural Group and gives recommendations for safe handling of these substances. It is felt that our group needs to have a discussion with Mr. Van Zant relative to aspects of sanitation and house keeping requirements which can be associated with use of these materials. Oran D. Steffey, Ph.D. August 27, 1984 Subject INDUSTRIAL HYGIENE - HEALTH PHYSICS ACTIVITIES, AUGUST 1984 A meeting of the Research and Development Radioisotope Committee was attend ed. This consumed most of one afternoon since a review was made of all activities for the past year. The business of doing the type of research planned for future projects is becoming somewhat more complicated due to Nuclear Regulatory Commission Rules and Regulations. In preparation for an upcoming inspection of R&D radioisotope uses by the Nuclear Regulatory Commission, a one-half day Rules and Regulations Review was attended. Following this session, as a member appointed to an audit team, the activities of R&D radioisotope's programs were audited. Inquiry as to an accepted method of first-aid treatment for ingested hydro carbons was made of Dr. William L. Sprout, M.D., Haskell Laboratory for Toxicology and Industrial Medicine. While there is no Haskell document available at this time, he was in agreement with our present recommended treatment: "If a large amount of material is swallowed, give a glass of water. Do not induce vomiting. If vomiting begins, lower victimTs head in an effort to prevent vomitus from entering lungs. Immediately consult a physician. Do not attempt to give liquid to an unconscious person. Note to physician - Gastric lavage by qualified medical personnel may be considered, depending on quantity of material ingested." In addition. Dr. Sprout sent us copies of two very useful references which will help us as we consider treatment protocol and indicated first-aid treatment. Inquiry has been made to Occupational Health Services, Inc. relative to lack of information available on some materials from Hazardline. The gist of the answer to this was that no information source could possibly contain infor mation for every chemical produced; the criteria for inclusion of a sub stance in the Hazardline database is high production and a long history of use and exposure in industry; and should we wish to have a substance includ ed in the database, we should contact the OHS New Jersey office and the request will be considered. Mr. Bryan Burnett, Ponca City Refinery Safety Committee, has been supplied a copy of the ANSI Respiratory Protection section and the Respiratory Protec tion section of our IH Programs Procedures Guide. Information has been transferred to Conoco MSDS Worksheets for a total of 208 products on our priority lists. Steffey, Ph.D. July 27, 1984 Subject INDUSTRIAL HYGIENE - HEALTH PHYSICS ACTIVITIES, JULY 1984 An application for a radioactive material license, to be issued by the state of Colorado, has been made for the Denver Refinery. The requirements for a future radiation program designed to fit the needs of the operation will be followed. A trip was made to the Medford Gas Plant for the purpose of reviewing, with personnel responsible for a generally licensed radioactive source, the terms and conditions of the license. A radiation survey was made of the Cesium-137 source, which has been installed on a pipeline loop housed in a building. Relative to this same source, an inquiry into the status of the manufacturer was made through the Nuclear Regulatory Commission since this manufacturer had been suspended a year ago because of discrepancies found in their health physics program. A check was also made with the Radiation Health Division of the Oklahoma State Department of Health concerning the suspension. Assurance was made that K-Ray, Inc. had been fully reinstated for operation. A general telephone discussion was held with Dr. Jennings relative to health problems associated with the presence of H2S in petroleum being handled by our Conoco Transportation people in the Egan, Louisiana, area. He was furnished copies of CFR 29, 1910.134 Respiratory Protection and Appendix A of the Industrial Hygiene Programs Procedures Guides - Respiratory Protec tion Section. Information has been transferred to Conoco MSDS Worksheets for a total of 72 products listed on the Second Priority - Fuels and Third Priority - Lubri cating Oils listing. Along with this project, a first review has been finished on the First Priority - Miscellaneous Products MSDS Worksheets. Information has been furnished Dr. Jones relative to a gasoline additive to which a Ponca City Refinery employee had been exposed. Through phone communication with personnel in the Ponca City Safety Department, recommen dations were made for future emergency first aid treatment for persons accidentally exposed to the product. A review has been made of an OSTP document on chemical carcinogens. Based on this hurried review, nothing was revealed which would prompt any comment. Basically it appears to be fairly well thought out. With what we know at the present, this should be a start for forming guidelines in considering this important subject. Steffey, Ph.D June 22, 1984 INDUSTRIAL HYGIENE - HEALTH PHYSICS ACTIVITIES, JUNE 1984 A trip was made to Lake Charles for the purpose of meeting with an official from the Louisiana State Department of Health who made an inspection of the Refinery Radiation Health Program on June 1, 1984. All areas of the opera tion were in compliance with the exception of four. These were classified as minor noncompliance items. Following the inspection of the Lake Charles Refinery, the annual meeting of the Health Physics Society, held in New Orleans during the week of June 3, was attended. A request for aid in procuring a Colorado State Radioactive Material License for the Denver Refinery has been received. Application for this will be made as soon as we can gather all necessary information. Notice of the procurement of a radioactive source on a general license for use at the Medford Gas Plant has been received. A review of NRC regulatory requirements will be made, and a survey will be performed on the device. Vacation time, which extended from June 11 through 20, was taken and has left little time for other activities. Although no earthshaking happenings were brought to light, it is felt that these meetings are worth attending since past experience has shown discussions to be helpful to our efforts. A request for the amendment of the Lake Charles Refinery Radioactive Materi al License has been made. This covers two areas: one is the addition of three radioactive sources and another is for the addition of W. 0. Lukens as Radiation Safety Officer. Arrangements have been made with the Lake Charles Refinery and the Louisiana Nuclear Energy Division for an inspection to be made of activities under the Refinery License. This will be done on June 1, 1984. Following this inspection, the Annual Health Physics Society meeting, held in New Orleans, will be attended the week of June 3rd. Radioactive material leak tests have been received from the Chocolate Bayou Chemical Plant and Continental Pipeline. These have been checked for accuracy of information and sent to Mr. B. J. Williams for laboratory evaluation. Comments have been made on a draft of a final Battele report on Radon Ventilation Costs. The summary of the report fairly well presents the results of the study which was done to determine costs of ventilation for underground mines to meet the existing exposure standard of four Working Level Months. Information from our files relative to pacemakers has been furnished to Dr. Chester. The subject of interest was interference of the functioning of the devices which might result from electromagnetic radiation generated from operating microwave ovens. Recommendations were made for disposal of uranium samples at a request of Mr. Vince Stead, Computer Services Operations Division. Since the material was of non-Conoco private collection, and the present disposal options are very limited, referral was made to appropriate county and state health departments. E. L.
