I sent you the copies of the booklets on regulations for handling and mixing Ethyl Fluid not so muoh with the idea of acquainting your staff with our efforts to control the hazard in blending but rather that they were the only source of our tank cleaning regulations that was available at that time. It would seem to us that it would be unnecessary to distribute the oomplete booklet throughout the field; first, because most of the information therein does not apply to situations where blending is not being done, and secondly, that a great deal of confusion can conceivably result from the fact that in blending operations and repair operations we specify the use of canister masks, whereas in tank cleaning operations v/e insist upon the use of the air-line respirators. If the booklets were given the careful study that they would be by individuals employed in blending, it would be apparent that the problems in blending and tank cleaning are quite dissimilar both from the point of view of probable hazard, as well as in point of view of time and working environment. On the other hand it seems to us that if these booklets are turned over to people whose only concern i3 with potential hazard of tank cleaning, there will not only be a great deal to be read which has not direct bearing on their work but the dissimilarity in hazard will not he apparent to them. I assume that Mr. Mack has sent you copies of the tank cleaning regulations. Thank you very much for the blue print on cleaning bulk storage tanks. I wonder if you can let me have an extra copy.
