DeBernardi Date Subject January 15, 1980 Certain-Teed VCM Quantity Determination With reference to your letter of December 11, 1979 on this matter, there appears to be three options available to us that should lead toward solving the problem. 1. Install meters in the line to Certain-Teed of the same design as those they have put into service at their plant. 2. Install a dedicated tankage and piping system at our plant to be used only for material to be transferred to Certain-Teed. This is procedure PPG uses. 3. Work out a deal with PPG to supply VCM to Certain-Teed from their system in exchange for Conoco loading tank cars for PPG customers. Option 1 would appear to be the least expensive route. We have determined that a meter for this service from the same supplier used by Certain-Teed (Foxboro) would cost approximately $4,000 each. To this cost would be added line revisions, meter run check station installation, meter house, power runs, and readout transmission equipment. An "off the top of the head" total cost for the installation of two meters would be approximately $40,000. Problems to be faced using Option 1 are meter location and line clearing and preparation. The Certain-Teed line is tied into our ship loading line at a point in the Refinery remote from the VCM Plant. In order to tie into this line with a meter station, the Certain-Teed line, and perhaps the ship loading line, will need to be cleared for cutting and welding. An alternate would be to install a meter in the ship loading line in the plant area down stream of all tank car loading lines and product recycle line takeoffs, thereby eliminating the majority of Certain-Teed's concerns about our present system. Option 2 would be considerably more expensive than Option 1. We are talking about installation of a tank the size of Certain-Teed's at our plant, with pumps, dykes, electrical, and instrumentation, plus the addition of pipeline from our plant to the existing Certain-Teed line at the Refinery. Again the need for the pipeline extension might be eliminated by a tie-in point in the plant downstream of tank car loading and recycle lines and into the ship CCR 000066801 J. G. Dopper Page 2 January 15, 1980 loading line. Option 3 appears to be a short term solution if PPG arrangements can be made and transfer volumes are relatively small. Tank car scheduling problems and availability would need to be dealt with if this option were chosen. I doubt that a long term arrangement of this sort would fit into PPG's or Conoco's objectives, however. Please keep me informed related to the outcome of your Certain-Teed, Valley Forge meeting so that we can move the metering project forward if it is going to be necessary to do so. 6^ J. A. Item I - Thermal Incineration Unit All plant vents excluding the oxychlorination system vent were processed by the thermal incineration system during this reporting period. The thermal incineraton system continues to operate satisfactorily. Item II - R-305 Catalytic Reactor on Oxychlorination Vent R-305 continues to effectively reduce ethylene, VCM, and chlorine concentra tions in the oxychlorination vent. The reactor was on stream continuously during this reporting period except during the plant turnaround that was conducted in December. Item III - Dock Vent Return Pipeline and Vapor Recovery System All ship, barge, and rail car vents were processed through this system and then routed to the thermal incineration system during this reporting period. Both the return pipeline and the vapor recovery system continue to operate satisfactorily. Item IV - Reroute of the Direct Chlorination Vent Due to mechanical inadequacies of the thermal incineration system's flame arrestors, a one year variance was requested to allow the direct chlorina tion system vent to be discharged to the atmosphere following water stripping. This request was accepted by the Technical Secretary and the vent has been routed to the atmosphere since the December turnaround. CCR 000066803 James F.
