Background This is a challenging and interesting Plenary topic. I am very happy to be working with each of you on this endeavor. It seems to me that Terje is being visionary and experimental with this Plenary. I think our job is to continue to ask questions to get to the heart of the matter and see what thoughts and expertise we can offer. The Plenary is the first stage in the discussion. My hope is that we can: illuminate some areas of the broad question; identify and explain challenges; and articulate additional questions that could be the starting point for a second phase of discussion.
My input I will be adding another dimension -- asking Terje's question but in the context of a well functioning, transparent decision-making environment. In my experience in the White House and Senate, rules are circumvented, access to principal decision makers is key, and effective communication is critical. Decision-making is an inherently human endeavor. So, given that good, knowledge-based decision -making is needed, how best can we proceed?
The line-up is as follows:
Frederic- takes a broad international view, Europe mostly
Nancy - reminding us about current requirements under EPA using the example of TSCA
Linda - adding economics into the regulatory decision-making process and highlighting the phenomenon of 'judgement' in the conduct of reg analysis and benefit-cost analysis
Joe - returning to Terje's questions adding specific insight from RA profession and to look at the actual deviance in today's governance 'systems' compared to the past 20 years.
Talk lengths
Everyone (Nancy see below) has 7-10 minutes, with a sharp cut-off at 10.
Nancy, I'm asking 5-7 minutes, because she has less latitude as a current EPA employee.
