The facility treats the wastewater using physical separation and biological treatment. The facility discharges treated effluent to the Long Island Sound. WWTF is owned by the City of Bridgeport Water Pollution Control Authority Bridgeport (WPCA) and operated by InfraMark, LLC. WWTF operates 24 hours a day, 7 days a week with no major shutdowns. Potentially Applicable Federal Air Regulations: The following federal air regulations may be applicable to the Facility: 40 CFR Part 60 Subpart IIII - Standards of Performance for Stationary Compression Ignition Internal Combustion Engines 40 CFR Part 63 Subpart ZZZZ - National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines 40 CFR 63 Subpart JJJJJJ - National Emission Standards for Hazardous Air Pollutants for Industrial, Commercial, and Institutional Boilers Area Sources Previous Enforcement Actions: A Detailed Facility Report from EPA's Enforcement and Compliance History Online database indicates that there have been no informal or formal Clean Air Act enforcement actions taken by EPA against Westside Wastewater Treatment Plant with respect to this facility in the past ten years. II. Inspection EPA inspector Davianna Vasconcelos coordinated the inspection with John Marcin, of InfraMark. Ms. Vasconcelos arrived at the facility at approximately 9:30 a.m. A. Opening Conference: Ms. Vasconcelos met Mr. Marcin in the parking lot of the facility and followed him into the main building conference room where she met Lauren Mappa, of WPCA, Dan Gibran, of InfraMark, and John Pereira, of InfraMark. Ms. Vasconcelos presented her credential and explained the purpose of the inspection was to conduct a partial compliance evaluation in compliance with the Clean Air Act. Mr. Marcin said that Page 2 of 4 InfraMark is contracted to operate the facility. Facility representatives provided the information described in the Facility/Process Description, above. Ms. Mappa said the contract between WPCA and InfraMark was signed in January 2024 and expires in June 2035. Facility representatives did not know the facility's North American Industry Classification System (NAICS) code and said they would try to find it following the inspection. Mr. Marcin confirmed the facility has two generators, three boilers, and one hot water heater. Mr. Pereira said that one of the boilers has been decommissioned and the facility plans to replace the boiler within the next year. Mr. Marcin said there was no history of non-compliance in respect to these emission sources. Mr. Marcin said there was no complaints of odor in respect to these emission sources in the last 12 months. Mr. Marcin said the generators do not have an operation schedule and are tested regularly. Mr. Marcin said the generators are only used as needed and do not participate in a demand response program. Facility representatives said that the generators previously participated in a demand response program but were removed from the program approximately 10 years ago. B. Facility Tour At approximately 10:00 a.m., facility representatives led Ms. Vasconcelos on the facility tour. 1. Control Building Facility representatives led Ms. Vasconcelos to the Control Building boiler room. Ms. Vasconcelos inspected the Control Room Boiler and the Hot Water Heater. See Attachment 1 for boiler and hot water heater information. Mr. Pereira said the hot water tank was installed in 2018. Ms. Vasconcelos observed the tank of the hot water heater had the following written notes on the tank including, but not limited to, the following: - Tank installed 8/13/2018 - Replaced thermocouple 1/28/2021 - Tank flushed and T&P Relief 9/8/2021 2. Main Pump Building At approximately 10:15 a.m., facility representatives led Ms. Vasconcelos to the Main Pump Building boiler room. Ms. Vasconcelos inspected the Main Pump Boiler. See Attachment A for boiler information. Ms. Vasconcelos observed the boiler had the following written note on the outside housing including, but not limited to, "Tested 10/4/2019." 3. Generators At approximately 10:25 a.m., facility representatives led Ms. Vasconcelos to the generators. Ms. Vasconcelos inspected the two generators. See Attachment A for engine information. Mr. Pereira said the generators use heating diesel. Page 3 of 4 4. De-gritting Building At approximately 10:45 a.m., facility representatives led Ms. Vasconcelos to the De-gritting Building. Ms. Vasconcelos inspected the decommissioned boiler. See Attachment A for boiler information. C. Closing Conference At approximately 11:00 a.m., Ms. Mappa and Mr. Marcin led Ms. Vasconcelos back to the facility conference room and Ms. Vasconcelos initiated a closing conference. Ms. Vasconcelos asked for facility representatives to provide the facility's NAICS code if they find it. Ms. Vasconcelos asked for facility representatives to send a copy of a recent diesel fuel receipt to confirm diesel type. Ms. Vasconcelos provided the facility representatives with general compliance assistance including the Potentially Applicable Federal Air Regulations listed above. Ms. Marra and Mr. Marcin said no Confidential Business Information (CBI) was discussed during the inspection.
