M r._Reis sent the In s titu te epics of work that the Asbestos^ Cerent Pipe Producers Association had done: r th is area. One booklet by the A/C Pipe people was e n t itle d , "Reco-rcenderd ork Practices for A/C P ip e ." They also published a booklet, "A/C Pipe and s a lt h ." This discussed the risks in use o f asbestos in A/C P ipe. - It ' ancioaed studies that had. been nade with a n ic a ls , and surveys of people xposed to asbestos in A/C Pipe. Perhaps the FMSI could develop work p ractices and d istrib u te hen to users. Government agencies might r e ly on or adapt such a program i f he Industry had a work p ractices manual in use. '.r. Reis presented a s lid e program with audio prepared by the A/C Pipe Producers sso cla tlo n and which supplemented th e ir b o o klets. This s lid e program covered espirable ani ingested asbestos and minimized the r is k to the pu blic from ' .ngestion of asbestos from A/C Pipe. A/C Pipe would be e n tire ly s a tis fa c to r y here the water is not aggressive (aggressiveness has to do with the hardness - :nd the pH value of the w ater). The s lid e program concentrated on risk s and ' 'liz e d the p u b lic' s ris k from exposure to water carried in A/C P ip e. The program did not touch on work p ra ctice s as such. Auto F rictio n Corporation concerning the Consumer Product Safety Commission ' and it s procedures for r e c a ll. He was p a r tic u la r ly concerned that i f in the future the Consumer Product Safety Commission w ere'to ban the sale of asbestos- containing fr ic t io n m ateria ls, that d isastrous costs would be'incurred in a -- major r e c a ll. Mr. Comins expressed h is concern in e le tte r that he wrote t o * ' rheec aCloln. sumVse.r Product Safety Commission on procedures used Comins wrote in d ica tin g h is concern that the during the I r is economic burden of any r e c a ll should be borne equally by a l l members of the d istrib u tion chain. The Secretary recently wrote Mr. Comins when CPSC banned the' use of a r t i f i c i a l eth erizin g m aterials and patching compounds. The Consumer Product Safety Commission issued the regulations under the Consumer Produce Safety Act (C7SA)' rather chan under the Federal Hazardous Substance Act (FRSA). By promulgating under CPSA the regulations do not require the're-purchase of products by ' manufacturers, d istrib u to rs and r e t a ile r s . There was a question as to the etacus o f * his p e titio n . The UAr-?' s p e titio n fo r on emergency standard was denied by the "oarement of Labor.
