The regular meeting of the Executive Committee of the Manufacturing Chemists Association of the United States was held in Room A, The Chemists' Club, 52 East list Street, New York City, on. MINUTES OF MEETING The minutes of the November 14 meeting were duly approved as sent to the members. A. Treasurer's Report. The report of the Treasurer for the period November 1 to November 30, 1944 was reviewed, and On motion, duly made and seconded, it was VOTED: That the report be accepted and placed on file. B. Business Conditions Report No. 61. Business Conditions Report No. 61 was reviewed. II. KEOGH BILL - REVISION OF TITLE 18. V. S. CODE The Secretary reviewed a letter submitted on behalf of the M.C.A. to Chairman Eugene J. Keogh of the Committee on Revision of the Laws, relating to H. R, 5450, which is designed to revise, codify, and enact into absolute law. Title 18 of the U. S. Code, entitled "Crimes and Criminal Procedure." The letter recommends the following changes in Section 835 relating to explosives and combustibles! (1) That the term "inflammable liquids" and "inflammable solids" be replaced by the terms "flammable liquids" and "flammable solids"; (2) That the Bureau of Explosives be reinstated in Page 145, line 16, as one of the agencies whose services the Interstate Commerce Commission may utilize. Section 233 of the Act of March 4, 1921 (41 Stat. 1444) provides that "In the-execution of this Act the Interstate Commerce Commission may utilize the services of the bureau for the safe transportation of explosives and other dangerous articles, and may avail itself of the advice and assistance of any department, com mission or board of the government* * The Executive Committee approved the letter to Chairman Keogh. III. AMERICAN MEDICAL ASSOCIATION - CONGRESS ON INDUSTRIAL HEALTH The Chairman reported that in accordance with action taken at the meeting on November 14, the following committee has beeh appointed to cooperate with the CMA 066570 E-asc American Medical Association, Council on Industrial Health, on a program of February 15, 1915, "The Chemical Industry and the Medical Profession": Chairman, Dr. James Carlisle, Merck & Cc., Inc. Ur. D. 0. Hamblin, American Cyanamid Co. Dr. G. H. Gehrmann, E. I. du Pont de Nemours & Co. Dr. A, G. Cranch, Carbide & Carbon Chemicals Corp. On account of the absence of Dr. James Carlisle, Dr, Gehrmann served as chairman. The committee recommended that the fundamentals be stressed at the first meeting, with the development cf details at the next annual meeting. They also recommended that the proposed paper on Labels and Precautionary Information by Secretary W. N. VJatson be postponed until next year. The Executive Committee voted to support the latter recommendation of the special committee. IV. M.C.A. TECHNICAL COMMITTEES A. Tank Car Committee Meeting. The fall meeting of the Tank Car Committee was held at Milton, Pa., on November 14 and 15, the committee combining its business sessions with a study of fusion welded methods of tank car construction at the tank car plant of the American Car and Foundry Co, Subjects now being handled by this committee include the AAR interchange rules, which are being reviewed and changes recommended; the setting of depreciation rates for specially lined tank cars to insure equitable settlements in the case of wrecked or damaged cars; improvements in safety vents and other appurtenances; repairs to rubber-lined car tanks, car de signs, etc. Appointment of H. A. Sommers of the Mathieson Alkali Works to the Tank Car Committee was approved, 3. LAPI Committee Meeting. The Secretary reviewed the program of the LAPl Committee for the development of recommended master labels for hazardous items, which are to be submitted to the entire membership,. After completion of the label program, the committee will, concentrate on the preparation of safety manuals. '' The recommended substitute for the proposed regulations of the California Industrial Accident Commission entitled "Injurious Substances Safety Orders" has been completed by the California Chemical Advisory Committee and submitted to the I.A.C. The substitute covers specific labels for about 85 chemical products, giving cautions for each. It also Included the draft of a definition for mixtures which requires that the mixture carry the cautions for the components insofar as the hazard is present in the mixture. The appointment of J. T. Fuess of the Eastman Kodak Company to the membership of the LAPI Committee was approved subject to clearance by that committee. C. Insecticide & Fungicide Committee Meeting. The Secretary advised that the I & F Committee is working on a revision of the Federal Insecticide Act of 1910 in cooperation with the Department of Agriculture. D. Revision of M.C.A. Manual C-2. The Committee approved an appropriation of $150.00 for illustrations in the revision of M.C.A. Manual C-2-- Carboy Manual for Consignees. V. TJTSCFT.T.ANEOTIS A. DDT. The Secretary was requested to inform the DDT Committee of the importance and desirability of maintaining close touch with developments in regard --- CMA 066571 1-^-1 to uses of IDT after military requirements are net, it being especially important to avoid application not based upon adequate experimental tests. >' 1 V , *1 There being no further business to come before the meeting, it was On motion, duly made and seconded, VOTED: To adjourn.
